I OVERVIEW <br />SUMMARY <br />This Roosevelt Yard Facility Master Plan provides a framework for managing the current use <br />and planning the future use of the buildings and grounds which service as the base of <br />operations. The goal is to develop and maintain a facility which provides a work environment <br />with adequate space, structures, and features to allow the efficient delivery of services. As work <br />functions change and grow, and as work methods are refined, facility needs must <br />correspondingly adapt to the new working environment. This plan helps to anticipate and <br />manage change, but also should be viewed as dynamic and flexible. The most recent update to <br />'. the plan reflects improvements to the planning process and the flexibility to adapt to the nature <br />of changing business functions. This plan will continue to be updated periodically to anticipate <br />and meet the facility needs of the Maintenance and Parks & Open Space Divisions. Planning <br />for the facilities to support operations is an integral part of planning that work itself. <br />Part 11-introduces the Master Plan and its history and provides a history of the site and <br />facilities. <br />Part 111- outlines the organization of the Maintenance Division, and the Parks and Open Space <br />'' Division, and enumerates the operations supported by the facility. Existing space utilization <br />within each of the buildings is discussed. <br />': Part [V -describes the land components of the existing sites on Roosevelt Boulevard and <br />Garfield Street. <br />Part V - provides a site plan with a building index and an inventory of existing buildings. <br />Diagrammatic plans are included, along with space assignments. <br />Part VI - includes a Facility Condition Report for each of the existing buildings. The reports, <br />prepared in 2002 use the City of Eugene's standard format which provides a Current <br />Replacement Value (CRV) and Facility Condition Index (FCI). <br />Part VII - includes a Seismic Evaluation of the existing buildings. The study undertaken in <br />2001, is a Rapid Visual Survey (RVS) ATC21 utilizing a methodology based on a "sidewalk <br />survey" of the buildings. Structures are scored. Buildings with scores of 2 or less should be <br />investigated by a professional engineer experienced in seismic design. <br />Part VIII -includes maps for site utilities and outlines the history and condition of utilities. <br />Existing parking and traffic flow are also discussed. <br />Part IX -describes proposed future land acquisitions. <br />'_.. <br />Part X - includes a current and 20 year space needs assessment for the site and facilities. <br />A 20 year Master Plan, based on the space needs assessment is provided in the section. <br />Part XI -describes the current and future facility needs for the PW M / POS Yard. It outlines the <br />removal of certain unsound or inefficient buildings, additions to other existing buildings, new <br />-, buildings including vehicle parking bays, fleet maintenance and administration.
