PATTERSON STREET UNDERPASS - ESTIMATE OF PROBABLE CONSTRUCTION COSTS
• Construction of a new section of Patterson Street between Broadway and 8th Avenue,
including a traffic signal at the Patterson Street/Broadway intersection.
Timing of the availability of the EWEB site for construction of the Patterson Underpass is
uncertain at this time. However, it is unlikely that the EWEB site would be available in time
for the Patterson Underpass to be constructed concurrently with the Courthouse project.
Because of the changes in the Courthouse project described above, it may be beneficial to
stage some of the Courthouse project.
The design of the Courthouse project is currently between the preliminary and final design
phases. Since the it was not known how much of the Courthouse project could be built
initially, the preliminary design was performed so as to be able to accommodate multiple
phasing or construction of the entire project at once. If staging is found to be appropriate, a
possible construction staging scenario could be one in which the Courthouse roadway
improvements are constructed under the first phase to provide access to the Courthouse.
The second phase would construct the remainder of the Courthouse roadway
improvements concurrently with the Patterson Underpass. The construction that would be
included in each of these phases could be as follows:
Phase 1
• 8th Avenue east of Mill Street to Ferry Street
_.
• Ferry Street between 8th Avenue and proposed Hwy. 99W
', ' • Reconstruction and realignment of Ferry Street between Broadway and 8th Avenue
• Proposed Hwy. 99W between Ferry Street and 6th Avenue
', Phase 2
• Construction of the Patterson Underpass, which includes 8th Avenue east of Ferry Street
and new Patterson Street between Broadway and 8th Avenue with the addition of a
-' traffic signal at the Broadway/Patterson intersection
• Proposed realigned Hwy. 99W between Broadway and Ferry Street.
`~ ' • Improvements to Broadway
• Improvements to Mill Street between Broadway and the viaduct/ 6th Avenue with the
addition of traffic signal at the Mill Street/ 8th Avenue intersection
'• PDX/PATTERSON STREET UNDERPASS TECH MEMO 062504 PAGE 6 OF 6
