PATTERSON STREET UNDERPASS -ESTIMATE OF PROBABLE CONSTRUCTION COSTS <br />' Due to limited time available for a more exhaustive investigation with the UPRR, <br />communication was by telephone conversations. Accordingly, it is strongly recommended <br />that before moving the project to the next level, the UPRR should be fully informed of the <br />"' assumptions made and its concurrence obtained. <br />Cost estimates for rail items were provided by UPRR. UPRR has stated that it will <br />contribute 5% of the cost of the railroad bridge. <br />Right of Way <br />Right of way will need to be acquired to construct the Patterson Underpass. Although <br />identified in City planning documents, Patterson Street does not currently exist north of <br />Broadway and will therefor need to be purchased. The right of way area required is <br />between the Broadway and Sa, Avenue rights of way in length (approximately 326') and 60' <br />wide per City direction. Property and/ or easements will be needed to replace access to <br />private property that will be lost as a result of the construction. In addition, there will be <br />costs to relocate property owners displaced by the project. The City's Public Works <br />Engineering Division addressed these issues and provided the estimate of cost associated <br />therewith. <br />Changes to the Eugene U.S. Courthouse District Transportation Improvements <br />Construction of the Courthouse has begun with completion scheduled for spring 2006. <br />Construction of the transportation improvements to serve the Courthouse is currently <br />scheduled to begin in early spring 2005. This construction includes rerouting of Hwy. 99W <br />westbound traffic at Hilyard Street on to a new street that parallels the Union Pacific <br />Railroad, reconnecting to 6th Avenue and High Street. The project also includes extensive <br />modifications to Mill Street between the viaduct and Broadway, improvements to local <br />streets, and construction of new streets around the Courthouse. The overall objective of the <br />Courthouse transportation improvements is to provide vehicular and pedestrian access to <br />the Courthouse. Extensive pedestrian traffic going to the Courthouse from parking areas <br />located west of Mill Street is anticipated. <br />The addition of the Patterson Street Underpass will result in significant changes to the <br />Courthouse Transportation Infrastructure improvements as currently planned. These <br />changes include the following: <br />• Elimination of the UPRR at-grade crossing at the existing 8th Avenue/Hilyard Street <br />intersection. This will also eliminate the need for construction of a traffic signal with <br />preemptive railroad interconnects at that intersection. <br />• Elimination of the at-grade 8th Avenue/Hilyard Street intersection <br />• Elimination of the need for two-way traffic on Hilyard between 8th Avenue and <br />Broadway.
