~Is.~~i~~~s <br /> <br />MITIGATION STRATEGIES <br />Traffic mitigation measures that would be required with the project opening by 2007 include: <br />Construction of the Patterson Street extension and underpass of HWY. 99W and the <br />UPRR facility. This facility consists of extending Patterson Street north from Broadway <br />and realigning 8t" Avenue to "tee" into Patterson Street. The extension would pass under <br />HWY. 99W and the UPRR alignment to join the extension of Avenue "A" at <br />approximately the location between the existing EWEB steam plant and the substation. <br />The existing at-grade railroad crossing of 8t" Avenue/Hilyard Street would be removed <br />with this improvement. <br />• Construct the Patterson Street extension with two-way access from Broadway to the <br />extension of Avenue "A", with the installation of a traffic signal located at the <br />Broadway/Patterson Street intersection. This improvement should be implemented to <br />allow for better traffic operations/circulation and better egress to the south. The <br />improvements at the Broadway/Patterson Street intersection consist of relocating the <br />crosswalk previously planned on the west side of the intersection to the east side of the <br />intersection, and reconfiguring the southbound approach lanes to consist of a dedicated <br />left turn lane and a shared through right turn lane. The eastbound approach to the <br />Broadway/Patterson Street intersection is to consist of two through lanes and two <br />dedicated right turn lanes plus a dedicated left turn lane. In addition, the crosswalk <br />located on the west side of the intersection should be relocated to the east side of the <br />intersection to shorten the amount of time necessary to cross Broadway and allocate <br />additional green time to the eastbound/westbound through movements. Proper signage <br />should be implemented for the southbound left turn lane that would indicate "Left Turns <br />Yield to Peds" (ODOT signage OR17-6). Figure 6 shows the "no-build" and proposed <br />mitigated geometry at this intersection. By shifting the crosswalk from the west side of <br />the intersection to the east side of the intersection the crossing distance is shortened by <br />approximately 24 feet. This equates to approximately six additional seconds that could <br />be allocated to the east/west through movements. <br />• Construction of Avenue "A" from the southeastern edge of the EWEB site to Agate <br />Street just north of the UPRR tracks as identified in the Riverfront Research Park Master <br />Plan. This would be atwo-lane roadway with on-street parking and sidewalks. The <br />construction of Avenue "A" would provide a reliable access to the south (no closures due <br />to trains) from the project site that a hospital facility requires. <br />Eugene Triad Hospital Relocation Analysis Page 16 of 17 <br />
