Table 6 <br />summarizes the traffic operations for these scenarios during the PM peak hour. <br />As Table 6 indicates, the only change in LOS between the no-build and build alternatives is at <br />the intersection of Broadway/Patterson Street. There are some slight increases for V/C ratios at <br />most signalized intersections with the greatest increase at the intersections of <br />Broadway/Patterson Street and Broadway/Hilyard Street. Heavier volumes along the Patterson <br />Street extension and at Broadway/Hilyard Street create higher V/C ratios. "A" refers to highest average level of <br />service for all approaches at all-way stop controlled intersections. <br />. , V/C Highest calculated volume-to-capacity ratio for individual movements at intersection. <br />* No minor street left turn. <br />All study area all-way stop controlled intersections operate at acceptable traffic operations with <br />or without the project in place. <br />Operational Efficiency and Multimodal Connectivity <br />The extension of Patterson Street/8th Avenue to pass under HWY. 99W and the UPRR alignment <br />allows for a safer multimodal access to the riverfront area by removing pedestrian and bicycle <br />activity from crossing HWY. 99W and/or the UPRR tracks. In addition, side street operations <br />from EWEB which were at LOS F due to delays by heavy volumes on HWY. 99W, can now <br />travel unimpeded by either HWY. 99W or the potential for UPRR train crossings. There is some <br />slight out of direction travel associated with the access management of the undercrossing, <br />however this does not adversely impact surrounding intersection operations. <br />` ' Eugene Triad Hospital Relocation Analysis Page 15 of 17 <br />
