<br />Chapter 3 <br />Land Use Element <br />Land Use Concept <br />The overall land use concept for this area is to <br />achieve a balanced mix of uses, bringing daytime and <br />after hours activities to the district. The mix of uses <br />includes commercial (office and retail), residential <br />and civic, in addition to public open space and <br />recreational areas. Three special public spaces are <br />envisioned within this district, the Millrace, Cannery <br />Square and the riverfront. These general land uses <br />are depicted on the land use diagram. The possibility <br />of a new basketball arena was discussed by the <br />Downtown Plan Update Committee, although no <br />specific design information about an arena was <br />available. Committee members expressed concern <br />that such a large, often inactive structure might not <br />contribute to the vitality of the district. <br />Existing Land Uses <br />Existing land use in this area is mixed. Existing uses <br />south of 8th Avenue includes residential, industrial, <br />and a wide variety of small scale commercial, such as <br />fast food restaurants, a gas station, a martial arts <br />academy, and tvvo hotels.
