Facility Design Requirements <br />The probation office requires private offices, open work stations and shared equipment in a <br />workroom, a secure record storage room, a urinalysis laboratory, a toilet for urinalysis testing, an <br />electronic monitoring office, and office support spaces for files and other storage needs. <br />U. S. Marshals Service <br />The U. S. Marshals Service is responsible for apprehension of federal fugitives, protection of <br />judicial personnel, transport of prisoners to and from federal courts and detention facilities, and <br />supervision of contract personnel assigned to court and building security duties. The marshals <br />maintain the courthouse lobby guards, with typical hours of 7 a.m. to 6 p.m., Monday through <br />Friday. The marshals also are responsible for security of witnesses and administration of the <br />national assets seizure and forfeiture program. Office hours are generally 8 a.m. to 5 p.m., <br />Monday through Friday, or as long as court is in session. <br />The U. S. Marshals require standard office space; secure prisoner holding areas including cells, a <br />food preparation room, a prisoner processing area, and a vehicle sally port; weapons and exhibit <br />vaults; and support areas including a conference room, a photocopy area, a secure <br />communications and alarm control room, storage and supply rooms, and a reception area. The <br />marshals require ahigh-security space including facilities to ensure safety and provide a secure <br />holding space for detainees. The holding area design should include sight and sound separation <br />for juvenile defendants and witnesses in custody. All detainee holding and movement areas <br />require alarms and surveillance cameras. In addition, the building security staff needs a secure <br />space for lockers, showers, and equipment and weapon storage. <br />General Services Administration <br />The GSA would manage the building, using personnel located in the new courthouse as well as <br />contract personnel and GSA staff located in other local offices. Building services personnel <br />include maintenance, mailroom, and custodial staff under the supervision of GSA. Typical <br />r- , office hours for GSA are 8 a.m. to 5 p.m., Monday through Friday. Custodial personnel may <br />work other hours. <br />GSA space needs in the courthouse include a private office, an open work station, and shared <br />space and equipment. Ancillary building services require space for maintenance and custodial <br />shops and storage, an emergency control center, a loading dock, a mail processing room, shower <br />and locker rooms, a telecommunications room, janitorial closets, and public telephones. <br />Office of Federal Public Defender <br />The Office of Federal Public Defender maintains a branch office in Eugene, Oregon to provide <br />legal assistance to people facing federal criminal charges (or potential charges) in federal court <br />who are unable to afford a lawyer to represent them. <br />_. <br />,, <br />' ~!
