Facility Design Requirements <br />The following paragraphs describe federal agency needs intended to be accommodated through <br />construction of the new federal courthouse. <br />U. S.. District Courts and Magistrates <br />The district courts are responsible for hearing civil cases and federal criminal matters in formal <br />trials and other legal proceedings. The district courts include both district court judges and <br />magistrate judges. The district court clerk's office provides clerical support to the courts and <br />includes courtroom clerks, interpreters, and court reporters. Hours of operation for district court <br />personnel are 8:30 a.m. to 4:30 p.m., Monday through Friday, with court security personnel <br />maintaining operating hours from 7:30 a.m. to 5 p.m. (or later if court is in session after 5 p.m.). <br />Access to judicial suites must be provided through secure corridors restricted to staff, separate <br />from public corridors. In addition, separate holding cells, staging areas, and corridors are <br />required for secure prisoner movement. <br />The courts require courtrooms and chamber suites for district court and magistrate judges, trial <br />jury suites, a judge's conference room, library resource areas, a media room, alternative dispute <br />resolution hearing rooms, and dedicated court support spaces, including attorney and witness <br />rooms, and public waiting areas. <br />U. S. Bankruptcy Court <br />The bankruptcy court is responsible for hearing bankruptcy cases. Hours of operation for <br />bankruptcy court personnel are 8:30 a.m. to 4:30 p.m., Monday through Friday. Access to <br />judicial suites must be provided through secure corridors restricted to staff, separate from public <br />comdors. <br />The bankruptcy court requires courtrooms and chamber suites for bankruptcy judges, a judge's <br />conference room, alternative dispute resolution hearing rooms, and dedicated court support <br />spaces, including attorney and witness rooms, and public waiting areas. <br />U. S. Congress <br />The required congressional facilities include private offices, shared support stations and <br />equipment, a reception area, and storage areas.
