Comments and Responses, September 26, .2000 Public Hearing in Eugene
T1.2-Comment acknowledged.
T1.3-Comment acknowledged.
T1.4-A federal courthouse on the
Alternative 4A site might visually
blend into the surrounding area,
owing to the existing street
vegetation. However, the western
EWEB site is very close to the
Skinner Butte historic district, and
the proposed federal facility very
likely would be incompatible with
the historic district. Following
issuance of the draft EIS, the
western EWEB site was deemed
impractical due to its proximity to
the Skinner Butte historic district
and eliminated from further
consideration.
T1.5-Although the proposed
facility on the Alternative 4A site
could provide a link between 5th
Avenue and the Willamette River,
the proximity of the western
EWEB site to the Skinner Butte
historic district makes the
proposed courthouse an
incompatible development for that
site. Based on this conclusion, this
alternative has been determined to
be impractical and eliminated from
further consideration.
T1.6-The draft EIS assesses the
impact of the proposed facility on
nearby land uses, as well as the
compatibility or incompatibility of
the facility with the areas
surrounding each of the alternative
sites.
TranseApti

T1.1I 1 12th at the universltY 110rarY, ao that might De a rasaon for
eonti. 2 e sroatiar outcoming of peoolo than sxpactatl to comment on it.
T1.2 3 Frain what I gleaned frog the ESI (sic), ac a
4 member of East Alton Baker Perk planning comaittes. I rrould
6 like to state that 1 would like to see the fsdsrnl courthouse
5 romnin wltnin the w111amette River corridor.
Ti.3 7 And with that being said. I rrouid liko to
8 exclude the Gateway site as being out of the urban fabric and
9 not making a lot of sense snvironmentally or=in esaociatlon
10 with urban olnnning, in a sense.
Ti.4 11 In the photo simulations, whether tt'e ,lust the
12 took of the buiiding or the affects of the siting, the slte at
13 4th and High Strsot seam to blend wail better within its
14 environwsntal duo to the low scale of Lha street tress that
15 were -- that are existing, which da not show up in any of the
t0 other situations.
T1.b 17 And i wns aiso hoping for the 5th Street to tnik
18 about acting ne a terminus for 5th Street and acting as a focal
19 point for 5th Street. And maybe OOing into the YffYCt of
20 creating a link betvresn 5th Htreet and the Mitiamstts River.
T7.6 21 i didn't ass in Lhs snvirohaantni aeaaasnwnt too
22 much about the urban planning and how it would fit into the
23 urban fabric of oath city and how it would shhance it. Antl the
21 building itself didn't seem to hove any idsntifiablr front,
25 back or s1tls, so it was ao ambiguous that it wasn't very
Final EIS 206 New Federal Courthouse
