Comments and Responses, September 26, 2000 Public Hearing in Eugene <br />Tl. Charles Biggs <br />Tl.l-The draft EIS was sent to <br />over 150 persons who had <br />expressed interest in the project, as <br />well as affected agencies and public <br />libraries. Given the complexity of <br />the document and the large number <br />of copies to be printed, the <br />document was printed and mailed <br />over the course of four days <br />between September 5 and <br />September 8, 2000. Notice of <br />availability was published in the <br />Federal Register on September 14, <br />2000, and the 45-day comment <br />period began on this date. No <br />additional comments were received <br />after the close of the comment <br />period on October 29, 2000. The <br />GSA did not receive any response <br />from the community suggesting that <br />the comment period was inadequate <br />or that additional time was required <br />to prepare comments. While some <br />individuals or organizations may <br />not have received the document <br />until mid-September, the 45-day <br />public comment period allowed <br />time for all interested parties to <br />provide either written or oral <br />comments. <br />A copy of the draft EIS sent to Mr. <br />Biggs prior to the public hearing <br />was incorrectly addressed. When it <br />became known at the public hearing <br />that he had not received a copy of <br />the draft EIS, an additional copy <br />was sent to his correct address.
