Transportation <br />Traffic Safety <br />Overall, the intersections reviewed have low accident rates, and development of the proposed <br />courthouse is not expected to significantly affect traffic safety. <br />Public Parking <br />Both of the action alternatives would increase the demand for parking. At present, sufficient <br />excess parking capacity is not available near either of the alternative sites to completely offset <br />the demand for visitor parking that would be generated by the courthouse project. <br />Public Transportation <br />There is adequate public transit available to both alternative sites. Each of the alternative sites <br />.has access to several inbound and outbound transit routes and bus stops within atwo-block <br />radius. The planned bus rapid transit system would improve transit service in the vicinities of <br />the alternative sites. <br />Nonmotorized Facilities <br />Adequate pedestrian and bicycle amenities currently exist in the vicinity of both alternative <br />courthouse sites. Sidewalks are wide and continuous throughout the downtown Eugene and <br />Springfield areas, and there are handicap access ramps at most street corners. Several streets in <br />the downtown Eugene area have striped bicycle lanes, making travel easier and safer for <br />bicyclists. Eugene has pedestrian malls in two locations. Main Street within Springfield has <br />traffic calming measures (i.e., modifications to the roadway to reduce the speed of traffic and <br />make the vicinity safer for pedestrians). Development of either of the alternative sites would not <br />have a significant impact on either pedestrians or bicyclists. <br />Construction Impacts <br />Construction traffic can be expected to affect traffic circulation. These impacts are temporary <br />and minor if managed effectively. To minimize construction impacts, the GSA can work with <br />the city departments and the Lane Transit District to develop and implement a construction <br />traffic management plan addressing truck hauling routes and other street uses during <br />construction. <br />Alternative 1, Options A and B <br />Traffic impacts generated by a new federal courthouse located on the Riverfront site are not <br />expected to be significant. No changes attributable to construction or operation of the <br />courthouse would warrant traffic mitigation. While one intersection would operate at LOS E, <br />which is below the city of Springfield standard, this intersection will operate at LOS E in the <br />New Federal Courthouse 135 Final EIS <br />__ __ _._ <br />
