An adequate supply of parking exists in the <br />vicinity to accommodate parking required by the courthouse employees, but not visitors. <br />No Action <br />No change to traffic or parking would result from the no-action alternative. <br />Potential Mitigation Measures <br />Mitigation measures are not required for either traffic flow impacts or traffic safety impacts. At <br />either of the alternative sites, parking supply shortfalls may be mitigated by the implementation <br />of awell-designed and enforced transportation demand management (TDM) program intended to <br />minimize the demand for parking. Review of this program should occur at regular intervals so <br />that modifications can be made to reduce the impacts on parking use surrounding the selected <br />site. The availability of public transportation at these project alternative sites is likely to improve <br />the effectiveness of a transportation demand management program. Development of the bus <br />rapid transit system between Eugene and Springfield is also likely to increase transit ridership <br />and improve the efficacy of a transportation demand management program, if the Riverfront site <br />is selected. <br />Significant Unavoidable Adverse Impacts <br />No unavoidable adverse transportation system impacts have been identified for either <br />Alternative 1, Alternative 2, or the no-action alternative. <br />136 <br />New Federal Courthouse <br />
