Transportation <br />Existing Federal Building/Courthouse Parking Lot Driveway <br />The existing federal building/courthouse in Eugene currently has two parking lots, one onsite and <br />the other located on the east side of High Street between 6`" and 7`" avenues. Based on counts <br />taken in March 1999, the two driveways on High Street (for the parking east of High Street) are <br />calculated to operate at LOS B for both the morning and afternoon peak hour, with intersection <br />delays of 9.1 and 9.5 seconds per vehicle, respectively. Based on counts taken in March 1999, <br />the driveway on Pearl Street (for the onsite parking lot) near 6`" Avenue operates at LOS A for <br />both the morning and afternoon peak hour, with intersection delays of 4.1 and 4.0 seconds per <br />vehicle, respectively.. <br />Traffic Safety <br />Accident rates at intersections adjacent to the alternative courthouse sites and at other affected <br />intersections were reviewed to determine traffic safety. The analysis identified the intersection <br />of 8`" Avenue and High Street in Eugene as having the highest accident rate. The city installed <br />detection cameras at that intersection and observed a significant number of vehicles running the <br />red light. City engineers are reviewing traffic operations at the intersection and considering <br />adding time in the signal cycle length to the all-red portion of the signal. The city of Eugene is <br />addressing accidents at intersections in the downtown area in general by starting a program to <br />reduce speeding and the running of red lights. <br />Traffic accident information provided by the Oregon Department of Transportation for the city <br />of Springfield (Alternative 1) indicates that all of the intersections reviewed in Springfield for <br />this project have low accident rates. <br />Significant Adverse Impacts <br />Potential impacts on traffic flow, traffic safety, public parking, public transportation, pedestrian <br />and bicycle facilities, and traffic impacts during construction are described generally for both of <br />the development alternatives in the subsections below. Potential transportation impacts that are <br />specific to each of the alternatives are then described in the final group of subsections. <br />Traffic Flow <br />Full occupancy of the proposed federal courthouse is scheduled to occur in the year 2003, which <br />is the horizon year selected for future analysis. During the horizon year 2003, the level of <br />service at all of the evaluated intersections would not change from the no-action condition, and <br />would not be reduced below the level of service standard set by the cities of Eugene and <br />Springfield (LOS D). Because both cities require that LOS D or better be maintained, the <br />changes in level of service would not represent a significant impact on traffic flow. <br />Final EIS 134 New Federal Courthouse <br />;_^ <br />
