Transportation <br />Alternative 2 <br />There is no existing general public parking within, the Chiquita (formerly Agripac) site in <br />Eugene. Parking supply in the vicinity of the site consists of a paid parking lot two blocks to the <br />west, and the existing federal building/courthouse parking lot. The existing federal parking lot <br />has 112 permitted parking stalls and 16 2-hour stalls. The existing public parking supply <br />(including the federal parking lot) around the Chiquita site totals approximately 172 parking <br />stalls. <br />Transportation Improvement Plan <br />No scheduled roadway transportation improvement projects are currently planned in the vicinity <br />of either of the alternative courthouse sites. The bus rapid transit project is the closest planned <br />general transportation project in the vicinity of the alternative sites. The bus rapid transit pilot <br />route will operate approximately three blocks from the Chiquita site (Alternative 2) and one <br />block from the Riverfront site (Alternative 1). <br />Intersection Analysis <br />Peak-hour traffic volumes were used to determine existing levels of service at each intersection. <br />Level of service is a measure of the performance of a given intersection. For signalized <br />intersections, the level of service is stated in terms of the average stopped delay per vehicle. <br />This delay at the intersection is used to designate grade levels ranging from level of service <br />(LOS) A (free-flow movement) to LOS F (stop-and-go movement). <br />Traffic volume data used for the intersection level of service analysis were obtained from several <br />sources. Counts of actual intersection turning movements were made in June 2000. Average <br />daily traffic (ADT) counts were obtained from the cities of Eugene and Springfield. A site visit <br />was made in June 2000 to determine roadway geometrics and operating conditions. <br />Existing Intersection Level of Service <br />Morning Peak Hour <br />All of the intersections analyzed for this project are calculated to operate currently at LOS C or <br />better during the morning peak hour. The corresponding delay is calculated at 15.3 seconds or <br />less. The signalized intersections are expected to operate at LOS B or better, with a <br />corresponding delay of 16.2 seconds or less. <br />Afternoon Peak Hour <br />All intersections analyzed for the afternoon peak hour are calculated to operate currently at LOS <br />C or better. <br />New Federal Courthouse 133 Final EIS <br />{: <br />
