Transportation <br />There are several bicycle routes on the streets throughout Eugene and Springfield. The revised <br />regional TransPlan notes that in 1995 there were 126 miles of bikeways in the metropolitan Lane <br />County area (Lane Council of Governments 1999a). In addition, there are four <br />bicycle/pedestrian bridges spanning the Willamette River. <br />Transit Service <br />The Lane Transit District serves the Eugene and Springfield urban areas and the metropolitan <br />Lane County region. Several bus routes serve all of the alternative courthouse sites inbound and <br />outbound. <br />The Riverfront site (Alternative 1), located in downtown Springfield, is situated approximately <br />five blocks from the Springfield transit station. Springfield's transit station is in the process of <br />being relocated and upgraded. The new station will be located near South A Street and Pioneer <br />Parkway, two to three blocks closer to the Riverfront site than the existing transit station. <br />The Chiquita (formerly Agripac) site (Alternative 2) is located approximately midway between <br />the downtown Eugene transit station and the university station. Both transit stations are seven to <br />eight blocks from this alternative site. <br />Bus rapid transit (BRT) is planned for Eugene and Springfield. The first pilot route is planned to <br />operate on 11 `h Avenue and Franklin Boulevard in Eugene and on Main Street in Springfield. It <br />is expected that construction of dedicated bus lanes will begin sometime in 2000 and that the <br />pilot route will be open to service in the year 2002. Bus rapid transit is intended to reduce the <br />bus travel time between Eugene and Springfield to approximate the amount of time required to <br />travel the distance in a car. <br />Public Parking <br />Both of the alternative courthouse sites have public parking facilities nearby. For each of the <br />alternative sites, the transportation analysis assumes that the parking demand generated by the <br />existing businesses onsite would be removed and relocated with the businesses. <br />Alternative 1 <br />There is no existing general public parking within the Riverfront site in Springfield. <br />Parking supply in the vicinity of the Riverfront site is limited to one Diamond parking lot and <br />two municipal parking lots. In addition to these public parking lots within the site vicinity, there <br />is also on-street parking. The public parking supply in the vicinity of the Alternative 1 site totals <br />approximately 145 parking stalls.. <br />Final EIS 132 New Federal Courthouse <br />
