Transportation <br />I1 rh Avenue <br />l ltn Avenue is classified as a minor arterial. It is part of a one-way couplet with 13tH Avenue. <br />11 to Avenue has three vehicular lanes providing one-directional travel westbound. It is one of <br />the major routes to the west from the east side of Eugene. There are traffic signals at main <br />north south streets. Minor streets do not have traffic control on 11 to Avenue but are controlled <br />on the minor street by a stop sign. <br />Broadway Avenue <br />Broadway Avenue is classified as a local street from Oak Street to Mill Street and as a major <br />arterial from Mill Street to Franklin Boulevard. From Mill Street westward, this street has two <br />vehicular lanes and provides two-directional flow. This section of Broadway Avenue has a very <br />low traffic volume and is primarily used for access to businesses and parking lots. Broadway <br />Avenue between Mill Street and Franklin Boulevard is six lanes wide with a raised island in the <br />center. At intersections the island provides additional lanes for turning. The speed limit on <br />Broadway is 35 miles per hour. Traffic is controlled by a combination of traffic signals and stop <br />signs. <br />High Street, Pearl Street, and Oak Street <br />High Street, Pearl Street, and Oak Street are classified as collectors from Stn Avenue to 6tH <br />Avenue,. and as minor arterials from 6tH Ave southward. High Street and Oak Street provide one- <br />directional flow northbound. Pearl Street provides one-directional flow southbound. All of <br />these streets are signalized at all intersections except the intersection with Stn Avenue, which is <br />stop-controlled. Pearl Street provides access to the existing federal building/courthouse parking <br />lot. <br />Hilyard Street <br />Hilyard Street, classified as a minor arterial, provides three lanes of vehicular travel in the <br />northbound direction. There are traffic signals at Franklin Boulevard, 1 ltn Ave, and 13tH Ave. <br />Patterson Street <br />Patterson Street, classified as a minor arterial, is just west of Hilyard Street and provides two <br />lanes of vehicular movement to the south. There are traffic signals at Franklin Boulevard, l lm <br />Avenue, and 13tH Avenue. <br />Pedestrian and Bicycle Circulation <br />Crosswalks with curb cuts at all signalized intersections facilitate pedestrian circulation in the <br />vicinity of both alternative courthouse sites. The relatively flat grades and wide sidewalks <br />encourage pedestrian activities. The city of Eugene has two pedestrian malls where streets have <br />been closed to vehicles and opened or modified to increase pedestrian usage. <br />New Federal Courthouse 131 Final EIS <br />
