Transportation <br />Street has pedestrian bulb-outs that provide for on-street parking and reduced crosswalk widths <br />within the central business district. <br />Eugene Street Network <br />The intersections in downtown Eugene are controlled by either traffic signals or stop signs, based <br />on the volume of traffic through the intersection. All avenues are oriented east and west, and all <br />streets are oriented north and south. Approximately 75 percent of the streets in downtown <br />Eugene are one-way. Within downtown Eugene's central business district the speed limit is 20 <br />miles per hour. All streets in Eugene bordered by and including High Street, 13`" Avenue, <br />Lincoln Street, and St" Avenue have this speed designation. The streets within the vicinity of the <br />Alternative 2 site are described below. <br />3rd Avenue and 4`h Avenue <br />3~d Avenue and 4t" Avenue between High Street and the Ferry Street overpass are classified as <br />major collectors. Both streets have two vehicular lanes providing two-directional flow. Traffic <br />on these streets between the Ferry Street overpass and High Street is controlled by a stop sign at <br />High Street. <br />5`h Avenue <br />5`" Avenue is classified as a local street. The street has two vehicular lanes and two bicycle lanes <br />providing two-directional flow for both vehicles and bicycles. The street has a very low traffic <br />volume and is used primarily for access to businesses and parking lots. Between Olive Street <br />and High Street there are no traffic signals, only stop-controlled intersections. <br />6`h Avenue and 7`h Avenue <br />6`" Avenue and 7t" Avenue are classified as major arterials. 6t" Avenue is one of the primary <br />vehicular routes westward out of downtown Eugene. This street provides for one-way flow <br />westbound. 7t" Avenue is one of the primary vehicular access routes into downtown Eugene <br />from the west. This street provides for one-way flow eastbound. Both streets are four lanes <br />wide. All four-way intersections in the central business district are signalized. <br />East 8`h Avenue <br />East 8t" Avenue is classified as a local street in the vicinity of the Chiquita (formerly Agripac) <br />site (Alternative 2). This street is two lanes wide and has on-street parking. It provides for two- <br />directional traffic flow. Intersections along this street are a combination of stop-controlled and <br />uncontrolled. <br />Final EIS 130 New Federal Courthouse <br />
