Transportation <br />Affected Environment <br />This section summarizes the findings of the traffic impact analysis conducted for this project, <br />which is provided in Appendix B of the draft EIS. Traffic conditions and impacts are expected <br />to be the same for both site options of both Alternative 1 and 2. <br />Street Network <br />The street networks surrounding and serving the alternative courthouse sites are briefly described <br />below. <br />Sprin~eld Street Network <br />The Riverfront site (Alternative 1) is a part of the Springfield central business district, where the <br />intersections are controlled by either traffic signals or stop signs, based on the volume of traffic <br />through the intersection. A description of the streets within the vicinity of the Alternative 1 site <br />follows. <br />Mill Street <br />Mill Street, classified as a collector, has two vehicular lanes providing two-directional flow. <br />This street has a traffic signal at Main Street and is otherwise uncontrolled in the vicinity of the <br />Riverfront site. Side streets off of Mill Street are controlled by a stop sign. <br />West A Street, West B Street, West C Street, and Water Street <br />West A Street, West B Street, West C Street, and Water Street are classified in the vicinity of the <br />Riverfront site as local streets. These streets have two lanes for vehicular traffic providing two- <br />directional traffic flow. West A Street, West B Street, and West C Street are stop-controlled at <br />Mill Street and at Pioneer Parkway West in the vicinity of the Riverfront site. Water Street is <br />stop-controlled at West C Street. <br />Main Street and South A Street <br />',! Main Street and South A Street are major arterials forming aone-way couplet, also known as <br />Highway 126, which moves traffic east and west through the Eugene/Springfield regional area. <br />Main Street provides westbound travel for two lanes of vehicles, and South A Street provides <br />two lanes of eastbound travel. Within Springfield's central business district there are traffic <br />signals at each of the intersections on Main Street. South A Street has traffic signals at Pioneer <br />Parkway West and at 5`" Street. South A Street is uncontrolled at other intersections.
