HISTORY <br /> MAINTENANCE & PARKS AND OPEN SPACE DIVISION FACILITY <br /> The facility located at 1820 & 1902 Roosevelt Boulevard presently houses the majority of Public <br /> Works Maintenance & Parks and Open Space Division's staff, equipment, and materials. , <br /> Originally built in the early 1940s, the facility was occupied by the Lane County Engineering and <br /> Maintenance Department. In the 1950s, additions were made to the original structures and <br /> more buildings were constructed. The facility was purchased from Lane County by the City of <br /> Eugene in 1978. <br /> i <br /> The facility was in very poor condition when the City purchased the property. For several years <br /> the County had deferred major maintenance items in anticipation of moving out of the facility. <br /> Having originally been outside of the City limits, the buildings were not connected to a City <br /> i sanitary sewer, but to an aging septic system.. The central heat source in the main building was <br /> ~ a failing, oil-fired boiler that distributed heat through pipes in the concrete floor. <br /> <br /> ~ Upon acquisition of the facility, the City immediately initiated an improvement program to make it <br /> <br /> ~ " ' a safe, acceptable work environment and to insure the buildings were structurally sound. <br /> <br /> j Various improvements were made to the facility, bringing it up to its present condition. Early <br /> improvements made to the facility include removing the old septic system and installing a <br /> sanitary sewer line, removing the old boiler and installing a forced air heating and cooling <br /> system, installing 2,500 lineal feet of water lines, and building a 4,000 square foot equipment <br /> parking building to house sanitary sewer cleaning equipment. <br /> In the 1991 update, several improvements were made to the facilities which are described in this <br /> document. Out of the I v <br /> e e en ro osed ro'ects included in the 1991 u date all have been <br /> p p p l p <br /> completed. A major event that expedited facility changes was the unforeseen merger of Parks <br /> Maintenance into Public Works Maintenance. This consolidation required the relocation of 45 <br /> employees, along with their equipment and supplies, to the Roosevelt site. The 1991 Master <br /> Plan provided the necessary detailed information for Public Works Maintenance Managers to <br /> make immediate facility decisions to accomplish this task. <br /> Also, in 1991, construction was completed on an addition to Building #1 to house the Fleet <br /> Maintenance facility and a new automated fuel dispensing system. These additions replaced a <br /> ? deteriorated fuel facility and, provide better capacity to maintain Fleet equipment. The old <br /> "service station", as it was known, was demolished after the new fuel system became <br /> ~~.~i operational. <br /> l~_~!~ <br /> In May 1994 a study conducted by WBGS Architects concluded a pitched trussed roof over the <br /> existing roof structure of Building #1 would eliminate excessive leaking and ponding of rainwater. <br /> This new roof would also extend the life of the building by decreasing the stress to the main <br /> support structure. Additional benefits would be obtained by enclosing within the new attic space <br /> the heating, ventilation, and air conditioning (HVAC), conduits, and other equipment which was <br /> installed on the original roof and exposed to the weather. Enclosing the southwest corner of the <br /> building allowed approximately 1,000 sq. ft. of new office space to be developed. This project <br /> was completed in July 1995. Plans for future improvements and expansion have resulted in the <br /> acquisition of additional property to the north and to the west of the Roosevelt facility. <br /> Facility improvements that were completed and documented in the 1995 revision of the Facilities <br /> Plan include asphalt yard overlay phases 1 and 2; a backflow prevention device for the 6-inch <br /> fire suppression line; material storage bins, flammable materials storage for Building #19 and the <br /> connecting of Buildings #12 and 13 (which provided space for an employee restroom). These <br /> projects (listed in the Future Projects section of the previous Facilities Plan), and many smaller <br /> improvements, have been accomplished to transform the facility into an effective work <br /> environment. <br /> Facilities Master Plan -January 2004 II - 2 <br /> <br />
