Debt Capacity <br />The City has used only a small portion of its legal debt capacity; however, it would be <br />financially imprudent to issue debt to the legal maximum. Updated in 2007, the City's Financial <br />- Management Goals and Policies sets an affordable level of debt. Based on the current policies, <br />__ available debt capacity to fund projects proposed in the CIP is about $110 million through FY13. <br />CIP Development and Review <br />During the summer and early fall of even numbered years staff compile the Draft CIP using input <br />and requests from a variety of sources, including neighborhood groups,. individual citizens, <br />adopted plans and policy documents, etc. The Draft CIP is published and made available to the <br />public in late fall. Following review of the CIP by the Planning Commission and the Budget <br />Committee, and adoption by the City Council, the projects become the basis for preparation of <br />the City's Capital Budget for the next two years. <br />Draft CIP to Adopted CIP <br />Recommendations received from the Planning Commission, Budget Committee, and Council, as <br />well as public input, are summarized in this section. <br />Neighborhood Leaders Council <br />On September 26, 2006, staff attended the Neighborhood Leaders Council (NLC) meeting to <br />discuss opportunities for public comment on the Draft Capital Improvement Program. Staff also <br />asked for, and was granted, the NLC's support for including neighborhood-specific CIP articles <br />in neighborhood newsletters. The Draft CIP was published and made available to the public in <br />early November 2006. <br />Citizen Members of the Budget Committee Review <br />On November 8, 2006, staff gave an informational presentation of the Draft CIP to the citizen <br />members of the Budget Committee. <br />Planning Commission <br />On December 11 and 12, 2006, the Planning Commission held a work session and a public. <br />hearing on the Draft CIP. The Planning Commission voted unanimously to forward a <br />recommendation to the council to approve the CIP without further amendments. <br />Budget Committee Review <br />Public Comment - On February 7, 2007, the Budget Committee met to review the CIP. The <br />committee received public comments from citizens regarding the Dillard Road project, the <br />Jeppesen Acres Road project, traffic calming efforts, and the transportation maintenance <br />backlog. <br />Budget Committee Deliberations -The committee's discussion included the backlog of traffic <br />calming projects, the Roosevelt Boulevard -Legacy Street project, the Dillard Road project, and <br />getting community feedback for future capital needs via a neighborhood survey or needs <br />assessment. <br />On February 20, 2007, the Budget Committee met to finalize their recommendation on the Draft <br />~ :.., <br />City of Eugene 2008 - 2013 Capital Improvement Program <br />3 <br />
