Transportation is the second largest category with nearly $39 million in proposed projects.
Pavement preservation accounts for over $20 million in this category. Other significant projects
include the Delta Ponds Overpass and Elmira RoadlMaple Street. Smaller projects include street
lighting, traffic calming, and installation of accessible pedestrian signals.
The Airport is proposing significant improvements during the CIP period totaling $33 million.
The Airport's projects include pavement preservation, a new deicing collection system and
expanding air cargo handling capacity.
Major projects are also anticipated over the next six years in the Public Buildings & Facilities
category. The approximately $22 million of funded projects in this category are mainly for
preservation and maintenance of existing City facilities and implementation of the Downtown
Urban Renewal Plan.
The City's Wastewater system is scheduled to spend $16 million on improvements in the next
few years. Included in these improvements is $11.8 million to preserve and rehabilitate the
aging wastewater system, decrease inflow and infiltration and address increased wet weather
flows.
The Stormwater system is planning to invest $12.8 million on improvements in this CIP. The
restoration effort includes a partnership with the U.S. Army Corps of Engineers and other metro
agencies to complete projects that may include restoration of portions of Amazon Creek and
salmon habitat restoration. Also included are restoration and enhancement of the wetlands in
West Eugene and ongoing stream corridor acquisition.
Projects with Funding Not Identified
Also included in the CIP are projects totaling $62.5 million for which funding has not been
identified. The Public Buildings & Facilities category has $47 million of these unfunded
projects including $12 million for a fleet maintenance facility and $9.7 million in deferred
facility maintenance.
The CIP includes approximately $2.5 million of unfunded transportation projects which includes
providing additional resources for traffic calming. The Parks and Open Space category includes
a total of approximately $13 million of unfunded projects that were identified in the PROS
Project and Priority Plan. These include park projects for general park renovation, lighting, play
areas, irrigation systems, and habitat management work.
Placeholder Projects
New to the CIP are projects listed with a placeholder funding status. Generally, these are
significant projects that are still in the decision process and maybe subject to additional review
before being included in a future CIP or annual budget. The pavement preservation program
project backlog, Crest Drive improvements, City Hall replacement, and acquiring a railroad quiet
zone designation in the Whiteaker neighborhood are examples of placeholder projects in this
CIP.
City of Eugene 2008 - 2013 Capital Improvement Program
