CIP., The committee voted unanimously to recommend the FY08-13 Capital Improvement <br />Program to the City Council for approval, incorporating the following changes from the Budget <br />Committee. <br />1. Include an estimate for the Eugene Depot Phase 3 project to support attracting Connect <br />Oregon funds for the project. <br />2. Include a Walnut NodefFranklin Boulevard Corridor Placeholder project. <br />3. Modify the CIP format, keeping the existing categories and separating "Capacity <br />Enhancements" and "Upgrades" into two distinct categories of projects in the <br />Transportation program and ensure that the Friendly/Storey/Crest projects appear under <br />"Upgrade." <br />4. Modify the CIP format by adding tracking numbers to all the projects which shall remain <br />associated with that project as long as the project or a component of the project remains <br />in the CIP. The tracking number will be part of the project title and included in any <br />reference to the project as well as throughout the CIP. This will be done in the next CIP <br />cycle. <br />5. Identify alternative options for extension north of Royal Node that will minimize impact <br />on wetlands. <br />Council CIP Public Hearin <br />Public Comment - On February 20, 2007, the City Council held a public hearing on the CIP. <br />The committee received public comments from citizens including park land acquisition and the <br />resulting .impact on the buildable land supply, converting a wading pool to a spray pool at <br />Washington Park, and on the sensitive environmental nature of the Dillard Road and Roosevelt <br />projects. <br />On March 12, 2007, Council voted unanimously to adopted the Budget Committee's <br />recommended CIP incorporating the following amendments from Council. <br />1. Staff is to consider public testimony received during the development of the FY08-13 <br />capital improvement program in support of individual projects such as the Jeppesen <br />Acres Road Project in the development of the FY10-15 capital improvement program. <br />2.
