New to the 2008-13 CIP <br />Budget Subcommittee on the CIP <br />On February 22, 2005, during the review of the FY06-11 Capital Improvement Program (CIP), <br />the Budget Committee unanimously passed the following motion: <br />"To create a budget subcommittee charged with reviewing the Capital Improvement Program <br />document and making recommendations as to how it could be formatted to improve public <br />understanding. The Subcommittee should also consider how better to involve the citizen <br />members of the Budget Committee in the process so that it enabled them to make reasoned <br />recommendations on Capital Improvement Projects." <br />The subcommittee met three times in 2005 and developed the following recommendations. <br />CIP Reader's Guide <br />Expand the Reader's Guide to include the following items. <br />1. Describe the process graphically (flow chart) and in text. Specifically emphasize where <br />the public input and decision points occur. <br />2. Sample Project Page - Add a sample project page with an explanation of each section of <br />the project page. <br />3. Summary of Plans - Add a summary listing plans with a short narrative describing each <br />plan, last update, and public review including future reviews. <br />4. Revenue Sources -Expand the List of Funding Sources to include how they are mainly <br />used, restrictions, and degree of local control. <br />5. Include detailed instructions for accessing information on the City's web page and list <br />resources available on the website. <br />CIP Project Page <br />Create a project page for each project and include the following items. <br />1. Summary points describing the current state of the project approval process, including <br />past and future public input opportunities. Include any Council policies that directly <br />affect CIP projects. <br />2. Funding Status -Expand funding status using the following four categories. List projects <br />in the CIP by category and then by funding status. <br />• Funding Secured -Projects with secured/dedicated funding such as SDC and <br />Assessments. <br />• Funding Identified -Projects with a high likelihood of having available funding <br />such as state monies or ongoing grants. <br />• Funding Not Identified within the CIP Period <br />• Placeholders -Generally these will be large, high profile projects that are still in <br />the decision process. <br />3. Transportation Findings -Include findings in transportation projects for nonpreservation <br />and maintenance projects per the TransPlan Finance Policy #6: Eugene Specific Finance <br />Policy. <br />4. Project Preservation and Maintenance Costs -Include an estimate for the annualized cost <br />of preservation and maintenance when available and/or applicable that are in addition to <br />estimated construction and operating costs. <br />City of Eugene 2008 - 2013 Capital Improvement Program <br />10 <br />
