PRIORITY ISSUE: Complete and Consider Police Department Reviews and Implement <br />Appropriate Changes <br />Contact: Robert Lehner, Chief, Eugene Police Department, 682-5102 <br />Linda Phelps, Staff Lead, 682-6308 <br />Reporting period: October -December 2005 <br />This priority issue combines the findings and recommendations of two recent reviews of selected <br />Eugene Police Department (EPD) practices and the recently-adopted departmental Strategic Plan <br />which incorporates those recommendations into amulti-year action plan. The plan incorporates <br />recommendations from a major review of EPD's hiring, selection, training and supervision practices <br />conducted by the International City-County Management Association (ICMA) and the Police <br />Executive Research Forum (I'ERF). In addition, EPD's complaint handling system was the subject of <br />a 15-month review by the Eugene Police Commission. The Police Commission results and <br />recommendations were reported to the Mayor and City Council on July 25, 2005. <br />~'' OUTCOMES <br />• Improve organizational capacity of the Eugene Police Department. <br />• Improve organizational effectiveness of the Eugene Police Department. <br />Improve organizational accountability of the Eugene Police Department. <br />PROGRESS SINCE LAST REPORT <br />During this first quarter, EPD completed and adopted-the multi-year strategic plan. The strategic plan is <br />directly tied to the City Council priority issue and includes a more detailed examination of each of the <br />action plan items in its strategic initiatives and the descriptions of associated programs. Progress on all <br />short-term initiatives and performance for each associated program will be reported on a quarterly basis. <br />Stang and Management Practices Reviews. The Communications Center Management Practices review <br />was released in October; a consultant was selected and contracted in December 2005. Review work <br />has started and the report is expected in March 2006. The RFP for a comprehensive staffing study <br />of the EPD to update the Hobson studies was issued in November 2005. Signing is expected in <br />January 2006. <br />Promotional Process and Position Tlacancies. EPD's first contracted, assessment center-based <br />promotional process to fill existing vacancies for lieutenant and sergeant positions was conducted in <br />December 2005. Filling vacancies will be phased in over a period of several months to minimize the <br />resulting effect on patrol staffing. <br />.f~ccreditation. Initial application to Oregon Accreditation Alliance was submitted in October 2005. <br />Police Commission Recommendations. In July 2005, the Police Commission provided the Mayor and City <br />Council with a report of its findings and recommendations for external review of complaints involving <br />City police employees. The Mayor and City Council placed the governance question of a civilian-based <br />review system on the November 2005 ballot, which was subsequently passed by the voters. <br />-7- <br />
