CHALLENGES <br />Disputes between the national Commission on the Accreditation of Law Enforcement Agencies <br />(CALEA) and various state accrediting agencies, including the Oregon Accreditation Alliance (OAA), <br />-- have made a decision to undergo an accreditation process considerably more complex than it was when <br />adopted as an action item last year. Police management is monitoring the situation very closely and will <br />be making adjustments to the plan and the timeframe consistent with the resolution of the various <br />outstanding issues between CALEA and OAA. <br />INTERMEDIATE MEASURES <br />These measures represent each of the short-term initiatives of the adopted EPD Strategic Plan that avill be underway <br />during the course of the reporting period. <br />• Staffing Plan: By July 2006, receive study report and communicate findings with all <br />appropriate parties. <br />Accreditation Initiative: Conduct initial training of department management and <br />accreditation staff by June 30, 2006. <br />• New Basic Training Program: Complete supplemental training program design by <br />September 2006. <br />• New Hiring and Screening Process: By June 2006, complete revised background <br />investigations recommendations and adopt formalized criteria, including training <br />requirements for investigators. <br />• New Complaint Handling Process: Expand office space and place second sergeant in <br />Internal Affairs program by March 2006. <br />• Organizational Evaluation System: By June 30, 2006, contract with a consultant to assist <br />with the development of the ongoing evaluation system with particular emphasis on the <br />ICMA-PEKE recommendations. <br />• PSAP/9-1-1 Communications Program Objectives: By March 2006, complete the review of <br />the Communications Center Management practices and consider recommendations for <br />implementation on an appropriate timeframe. <br />FINAL OUTCOME MEASURES <br />• An organizational staffing plan will be developed and utilized as the basis for future planning <br />and budget submissions, balancing service demands, and expectations with other City and <br />EPD priorities. <br />• Substantial progress will be demonstrated in the definition of response time standards for <br />EPD and the establishment of appropriate response time goals. <br />• An ongoing policy analysis and development program will be established to provide for <br />routine maintenance of EPD policies and procedures. <br />By December 2006, an advanced basic training program to supplement DPSST basic <br />training with local requirements and needs will be developed. <br />By June 2007, comprehensive new application, screening, and hiring policies and procedures <br />that are based on professional industry standards will be developed. <br />• The capacity of the EPD Internal Affairs program will be expanded to provide sufficient <br />staff for timely research and investigations of internal complaints and support to the City <br />Risk Management and City Attorney's Office. <br />• Comprehensive reports of strategic plan outcomes will be produced each quarter. <br />• Recommendations from the Communications Center Management Practices Study will be <br />finalized into an action plan with implementation beginning in FY07. <br />-8- <br />
