• Begin work with McKenzie-Willamette on a Memorandum of Understanding (MOU) for the <br />proposed site off Delta Highway north of Ayres Road; <br />• Return to the council with significant policy or fiscal issues that arise during this work; and <br />• Return to the council for a review of any draft MOU. <br />City staff has been working diligently on this latest council direction. <br />McKenzie-Willamette also continues to work towards a successful site decision at this location. The <br />hospital held an informal open house on December 7 to solicit public input about the new site. <br />CHALLENGES <br />There are several major challenges for locating a hospital in Eugene at the Delta Ridge site: <br />• The City does not have control over where a private business chooses to locate its <br />operations. The City can only influence the choice through various types of assistance and <br />incentives. <br />• Transportation and access issues will need to be addressed, including compliance with the <br />Transportation Planning Rule. <br />• Funding for any infrastructure improvements will need to be determined. <br />• If there is not community support for the hospital location, there could be significant legal <br />challenges brought against the siting decision. <br />-~ The City Council has indicated an interest in continuing to look for an alternate site in the <br />central core area. Supporting the effort to resolve siting issues at Delta Ridge at the same <br />time as supporting an effort to locate another site will be time-consuming and could create <br />conflicts for staff. <br />INTERMEDIATE MEASURES <br />• Number of miles from 2nd Avenue and Chambers Street to the site selected by McKenzie- <br />Willamette for its new medical center <br />• Estimated number of staff hours spent working with McKenzie-Willamette to resolve issues <br />associated with land use actions such as annexation, Metro Plan amendment, and/or zone <br />change <br />• Estimated number of staff hours spent to resolve transportation issues related to the new <br />Eugene hospital site <br />FINAL OUTCOME MEASURES <br />• Tax dollars generated by the new medical center <br />• Number of people employed at new medical center <br />-6- <br />
