On March 7, 2007, ODOT responded that McKenzie-Willamette's conceptual traffi <br />design for the Beltline/Delta Highway interchange met part of the requirements of c mitigation <br />use law by documenting potential traffic impact. Final approval will be contin ent u <br />adherence to ODOT's desi Oregon land <br />gn and construction standards. In FY09, ODOT wilgbe conducting <br />the "Beltline Highway, River Road to Coburg Road Development Project," which ' <br />the larger system-wide transportation need. From this project ODOT will develo well evaluate <br />solutions for the Beltline corridor. p long-term <br />On Apri124, 2007, the Planning Commission will hold a hearing on McKenzie-Wil <br />application. After the hearing is closed, the Planning Commission will develo lamette's <br />recommendations to the City Council on whether to approve, approve with modifications or <br />deny the applications based on the required approval criteria. <br />CHALLENGES <br />There are several major challenges for locating a hospital at the Eugene site at Delta Ri <br />• The City does not have control over where a private business chooses to locate its oge• <br />The City can only influence the choice through various types of assistance and ince p rations. <br />ntives. <br />• Transportation and access issues. will need to be addressed, including compliance with <br />Transportation Planning Rule, the. <br />• Funding for any infrastructure improvements will need to be determined. <br />• If there is not community support for the hospital location, there could be si 'flcant le <br />challenges brought against the siting decision. ~ gal <br />INTERMEDIATE MEASURES <br />These measures are for the period of January 1, 2007, through March 31, 2007: <br />• Estimated number of City staff hours spent working with McKenzie-Willamette to resol <br />associated with hospital design advisory, land use actions, such as annexation, Metro Plan <br />amendment and/or zone change and to resolve transportation Issues re ve issues <br />hospital site: 131 lated to the new Eugene <br />Number of oppor~~des at public meetings for citizens° to provide input on hos ital de ' ' <br />making: 2 p clslon- <br />FINAL OUTCOME MEASURES <br />• Tax dollars generated by the new medical center. <br />Number of people employed at new medical center. <br />Number of patients received and treated annually at the new medical center. <br />-18- <br />
