CITY COUNCIL GOAL: Hospital <br />Facilitate the development of a full service hospital in Eugene. <br />Contact: Randy Groves, Chief, Fire and Emergency Medical Services, .682-7115 <br />Steve Nystrom, Staff Lead, 682-8385 <br />Reporting period: January- March 2007 <br />Initial City Council discussions about hospital expansion and siting in conjunction with PeaceHealth <br />took place in 2001. The council took several actions designed to encourage a hospital to locate in <br />the central core. McKenzie-Willamette Medical Center initially indicated an interest in locating on <br />the EWEB site, which would be within the incentive zone for hospital development. At the time <br />the original action plan was.developed, the two entities had signed an agreement stating that EWEB <br />intended to sell its downtown property to McKenzie-Willamette, contingent upon each entity <br />completing due diligence on relocation issues. Subsequently, McKenzie-Willamette signed a <br />purchase agreement for the Delta Ridge site. In January 2006, the council amended the action plan <br />to delete the requirement for a hospital to locate in the central core. <br />:. ~~ ' In January 2007, the council readopted the hospital goal as one of its 10 goals for the 2007-08 <br />biennium, with the goal continuing to be that of facilitating the development of afull-service <br />hospital in Eugene. <br />OUTCOMES <br />• Afull-service hospital is sited in Eugene. <br />McKenzie-Willamette Medical Center chooses a location for its new facility in the City. <br />• The City develops aback-up site for the hospital in the event that the Delta Ridge site does not <br />go forward. <br />Land use actions are successfully completed, including possible annexation, amendments to the <br />Metro Plan and Refinement Plan, and necessary zone change. <br />McKenzie-Willamette works with ODOT, City of Eugene and Lane County to develop and <br />construct site specific traffic mitigation improvements for the Beltline/Delta Highway <br />interchange. <br />• McKenzie-Willamette designs and constructs a new medical center. <br />The City designs and constructs any agreed-upon infrastructure improvements. <br />PROGRESS SINCE LAST REPORT <br />McKenzie-Willamette continues to meet with and engage its two advisory design teams: Delta <br />Ridge Design Advisory Committee, involving community members and stake holders; and the Delta <br />Ridge Design Emergency Responder Advisory Committee involving area emergency responders. <br />McKenzie-Willamette stated its intent to seek Leadershp in Energy E~cient Design (LEED) status, and <br />plans for construction and operation of a sustainable hospital facility. <br />In February, a new team of City staff was formed to move this goal forward over the next biennium. <br />This team is led by Fire Chief Randy Groves. <br />On February 9, 2007, McKenzie-Willamette submitted a supplemental written statement and revised <br />Transportation Impact Analysis (ITA) to the Oregon Department of Transportation (ODOT). <br />-17- <br />
