CITY COUNCIL GOAL: City Hall <br />Adopt implementation plan for parallel process for City Hall and Patrol <br />Facility construction. <br />Contact: Jim Carlson, Executive Director, Central Services, 682-5524 <br />Mike Penwell, Staff Lead, 682-5547 <br />Reporting period: January -March 2007 <br />Completed in 1964, the existing City Hall building is nearing the end of its useful life without major <br />capital reinvestment. In addition to being expensive to operate and maintain, the building is <br />functionally inadequate-especially for Municipal Courts and Police-while structural deficiencies <br />leave the building vulnerable to catastrophic damage from an earthquake. At the same time, various <br />City functions once housed in City Hall are spread out all over downtown in a variety of City-owned <br />and leased space. Resolution of this goal will need to address such policy-level questions as whether <br />City Hall should be renovated or replaced, what level of City service consolidation should be planned <br />for, and how any desired improvements should be financed. <br />OUTCOMES <br />• Resolve the outstanding issues related to the future of City Hall so the use of capital resources <br />can be targeted effectively. <br />Build consensus within the community regarding the City Hall Complex. <br />• Identify and approve financing for design and construction of the first phase of the City Hall <br />Complex Implementation Plan. <br />PROGRESS SINCE LAST REPORT <br />On February 14, 2007, the City Council voted to commence Phase 3, the Implementation Plan <br />Phase, of the City Hall Complex Master Plan. In order to facilitate the council's decision-making <br />process, the Implementation Plan Phase is divided into two sub-phases: <br />• Phase 3A, scheduled to conclude in October 2007, will focus on property acquisition, police <br />facility planning, public involvement, phasing and finance options, expanded concept design <br />with escalated cost models, an eco-charrette, and bond measure feasibility work. <br />• Phase 3B, scheduled to conclude in the spring of 2008, is intended to focus on the development <br />of detailed schematic design options, a more informed cost estimate, continued public <br />involvement, and continued financing and bond measure strategy work. Additional police facility <br />design work and financing options could be developed in this phase as well, either under the <br />current consultant contract or with a consultant selected through a separate Request for Proposals <br />process. <br />In response to City Council direction to conduct polling earlier in the process, the consultant team <br />divided Phase 3A into two parts in order to have the public opinion research inform the subsequent <br />technical work. Part 1 (February through mid July) focuses on public opinion research, some public <br />involvement, and property acquisition issues. Part 2 (mid July through October) continues the public <br />involvement process and completes the remaining work of financing and phasing, police facility <br />planning, expanded concept design, and the eco-charrette. <br />-9- <br />
