The federal government is focusing financial efforts on the 10% of people nationally who meet the <br />federal definition of "chronically homeless" (the chronically homeless actually represent 16% of <br />Lane County's homeless population). While it is true that this 16% often cost the various systems <br />significant resources, the ability to help the 90% of situational homeless remains a crisis. If left <br />unassisted, many are likely to become chronically homeless in the future. <br />Lane County's budget crisis could result in widespread and significant budget cuts to providers of <br />services. Day and night shelter programs detox, and other critical treatment programs could either <br />close or be curtailed. These cuts, if necessary, will impact public health and safety in Eugene. <br />INTERMEDIATE MEASURES <br />Identify and track the following: <br />The number of meetings with homeless community members, service providers, homeless <br />advocates, City and County commissions and other key stakeholders to determine and prioritize <br />gaps and needs; <br />• The amount of City budget authority allocated to programs that directly help the homeless; and <br />• The number of City staff who have completed training around interaction with homeless <br />community members. <br />~~~~ FINAL OUTCOME MEASURES <br />Community Indicators -Measures avhich reflect the com~ilexity of this issue requires the sup~iort of many organisations <br />and individuals in addition to the City: <br />• Number of beds available to homeless community members, by type of person/group served <br />(youth/ singles /family) . <br />City Measures -Measures that are mainly or avholly controlled by City staff or City elected o~cials. <br />• Amount of City budget authority allocated to programs that directly help the homeless, <br />including those dollars allocated to service providers. <br />• Number of City staff who have completed training around interaction with homeless community <br />members. <br />• Number of trainings and other actions undertaken by the City to educate and address <br />homelessness and understanding of homelessness <br />• Number of policies changed to benefit homeless people in Eugene. <br />Next Steps <br />• The "Blue Ribbon Committee" will meet for the first time on May 2, 2007, to examine the long- <br />term funding issues identified by the council on May 17, 2006. Recommendations are to be <br />completed by the end of the year. <br />-7- <br />
