CHALLENGES <br />The sub-issues within this goal are numerous and highly interrelated, making resolution complicated <br />and time-consuming. Also, both the technical work needed for informed decision-making and the <br />level of public involvement desired for consensus-building is time-consuming and expensive. Finally, <br />it is a challenge to adhere to the aggressive schedule identified for resolution of this goal. However, <br />timely decision-making is needed if the City is to avoid making expensive repairs to failing systems at <br />City Hall prior to the adoption of the Development Plan and/or the Implementation Plan. <br />Since the community is largely unaware of the fiscal reasons driving the master planning effort, <br />many people are still more focused on other priorities such as the condition of streets or <br />implementation of Community Policing. Based on the accumulated input from numerous public <br />involvement activities, there are positive majority opinions that are beginning to emerge related both <br />to the issues and to the process. However, within the public process to date, there remains a <br />minority with strongly-held positions of disagreement related to the various issues and even to the <br />process by which those issues are being resolved. <br />INTERMEDIATE MEASURES <br />• City Council approval of the approach and funding for Phase 3B of the Implementation Plan <br />Phase <br />• Development of options for timing, financing, and other details in support of the <br />Implementation Plan <br />• Final site selection for City Hall and the Police patrol facility <br />• City Council adoption of the completed Implementation Plan <br />• Number of opportunities public has to provide input on City Hall Complex values, issues, and <br />designs throughout the course of the project <br />FINAL OUTCOME MEASURES <br />• City Council approval of funding for design and construction of the first phase of the City Hall <br />Complex Implementation Plan. <br />• Voter approval (if necessary) of a bond measure to finance the first phase of the City Hall <br />Complex Implementation Plan. <br />• Selection of a consultant team for the design of the first phase of the City Hall Complex. <br />-10- <br />
