FINAL 2008-2011 STATEWIDE TRANSPORTATION IMPROVEMENT PROGRAM <br />Isolated Rural Non-attainment/Maintenance Areas <br />Under the Oregon State Transportation Conformity Rule (OAR 340-252-0060), ODOT is re- <br />sponsible for area-wide conformity determinations in these isolated rural non-attainment areas as <br />apart of the STIP approval process, with the exception of Grants Pass, where RVCOG has the <br />responsibility for conformity determinations. <br />Non-attainment or Maintenance <br />Oakridge <br />Grants Pass <br />Grants Pass <br />Klamath Falls <br />Lakeview <br />La Grande <br />Boundary <br />PMIO Urban Growth Boundary <br />PMIO Urban Growth Boundary <br />CO Central Business District <br />PMIO and CO Urban Growth Boundary <br />PMIO Urban Growth Boundary <br />PMIO Urban Growth Boundary <br />For the purpose of determining conformity with the PMIO and CO SIPs, transportation actions <br />are required to satisfy the applicable criteria and procedures in the State Conformity Rule (OAR <br />340-252) and the federal conformity rule (40 CFR Part 93). Conformity requirements for rural <br />isolated areas differ from urban areas. Conformity determinations are only required for rural iso- <br />lated areas when a project approval is required. Therefore, normal conformity frequency triggers <br />do not apply. In these areas, air quality conformity determinations are required prior to project <br />right of way and construction approvals for regionally significant projects. <br />The Draft 2008-2011 STIP has been reviewed to identify any regionally significant projects lo- <br />cated in each of the rural non-attainment and maintenance areas. A listing of all projects for each <br />area was verified by ODOT's region personnel. Based on the project descriptions, all projects <br />listed were then identified with one of the following classifications: regionally significant, a Ta- <br />ble 2 type project of the Transportation Conformity Rule (40 CFR 93.126), or a Table 3 type pro- <br />ject of the rule (40 CFR 93.127). <br />Table 2 type projects of the rule are exempt from all conformity requirements. Table 3 type pro- <br />jects of the rule are exempt from regional emissions analysis requirements but may require a lo- <br />cal hot spot analysis as part of the project level conformity process if federal approval is needed. <br />Project level conformity for Table 3 projects are addressed during the environmental phase of <br />project development. <br />Summaries for each of the rural non-attainment and maintenance areas follow. <br />Oakrid~e <br />The Oakridge urban growth boundary is classified as anon-attainment area for PMio• <br />Currently there are no projects identified in the 2008-2011 STIP within the Oakridge UGB that <br />require compliance with the conformity rule.
