FINAL 2008-2011 STATEWIDE TRANSPORTATION IMPROVEMENT PROGRAM <br />DEQ will be asking fora "finding of adequacy" within 60 to 90 days of EPA's receipt of the <br />plan. It is unknown at this time when EPA will make a finding of adequacy. Once EPA pub- <br />lishes their finding of adequacy in the Federal Register, the new conformity framework can be <br />used. <br />The Salem-Keizer area is also designated as maintenance for ozone; however, regional confor- <br />mity analysis for ozone is not required. <br />The USDOT made a conformity determination on the SKAT's 2006-2009 TIP and the 2005- <br />2030 RTP on August 5, 2005. <br />SKATS submitted a conformity demonstration for the 2008-2011 TIP and the 2005-2031 RTP to <br />USDOT on October 15, 2007. <br />Eugene/Springfield Maintenance and Non-attainment Areas <br />The Eugene/Springfield Air Quality Maintenance Area (AQMA) is designated as maintenance <br />for CO and non-attainment for particulate matter of less than 10 microns (PMIO). The Eugene/ <br />Springfield PMIO SIP established that emissions from transportation sources do not significantly <br />contribute to overall PMIO emissions in the air shed and concludes that transportation conformity <br />is not necessary for the area to demonstrate attainment of the PMIO standards. Therefore, trans- <br />portation conformity to the PMIO SIP is not required. Transportation conformity of the RTP and <br />TIP is only required to the CO SIP. <br />The USDOT last made a conformity determination on the Lane Council of Government`s <br />(LCOG) 2006-2009 TIP on August 22, 2006, and on 2005-2025 RTP on December 13, 2004: <br />LCOG expects to submit a conformity demonstration for the 2008-2011 MTIP to USDOT on <br />November 13, 2007. LCOG expects to submit the conformity for the 2004-2031 RTP at the <br />same time. <br />Medford Urban Growth Boundary (UGB) CO Maintenance Area <br />Medford/Ashland Air Quality PMlo Maintenance Area <br />The Medford UGB area is designated maintenance for CO. The Medford AQMA is designated <br />as maintenance for PMio• <br />USDOT last made a conformity determination on the Rogue Valley Council of Government's <br />(RVCOG) 2006-2009 TIP on October 21, 2005 and on the 2005-2030 RTP on April 27, 2005. <br />RVCOG submitted a conformity demonstration for the 2008-2011 MTIP to USDOT in Septem- <br />ber 2007. <br />l- <br />Page 394 <br />
