FINAL 2008-2011 STATEWIDE TRANSPORTATION IMPROVEMENT PROGRAM <br />LA GRANDE, November 2, 2006 <br />1 attendee <br />General Comments: <br />• Steve McClure, Union County Commissioner - I'd like to echo the same sentiment that <br />we've heard from the other counties in Eastern Oregon, Region 5 about the cooperation. We <br />feel the ACT process has been very successful. I know that when NEACT was initiated, <br />there was a bit of misgiving about the need for it but I can assure you it has been very suc- <br />cessful. I think probably one of the most successful points from our point of view is when <br />we bring problems to the table, we have discussions that lead to solutions that a lot of times <br />we don't think about. And we do appreciate the Region 5 staff working with the local com- <br />munities to achieve those successes. <br />• Terry Tallman, Morrow County Commissioner - As Commissioner from Morrow County, I <br />too truly appreciate first of all the comprehensive information that we received tonight in all <br />of our documentation that has been provided here. It's a tremendous for us to look at, and <br />take back and consider, and be able to comment about. <br />BAKER CITY, November 2, 2006 <br />3 attendees <br />Letters Received: <br />• Fred Warner Jr, Baker County Commission Chair -letter endorsing City of Haines Third <br />Street Enhancement grant application. <br />General Comments: <br />• Fred Warner, Baker County Commissioner - I appreciate the way NEACT is putting things <br />together in the north east area because we have lots of projects and not a lot of money and we <br />always leave the meetings feeling really good about ourselves. Every time we run up against <br />something, the [ODOT] staff gets creative and finds ways to make projects happen. So it's <br />working pretty good. <br />• Tom Isaacson, Mayor of Haines - We have the hope of going to the next natural step of the <br />Third Street Project that we have. This last year, we had Third Street repaved, leveled out. <br />It's a much better road than it was before and the next step that we'd like to see happen is put <br />in some sidewalks <br />• Anthony Johnson, Principal, Haines Elementary School -- Haines Elementary serves about <br />70 students at this time. While most of our students are transported by bus, about 50% walk <br />to school every day. Additionally, we have about 10 students who are picked up there to be <br />taken into town and transported to Baker High School and Baker Middle School. There <br />aren't any sidewalks along Third Street. Third Street was recently paved and it's been a sig- <br />nificant improvement, obviously, to the community as well as to the school. Our overriding <br />concern, of course, is always the safety of the kids. If they had sidewalks to walk on, we're <br />optimistic that they would use them. As it stands right now, however, one of the biggest <br />problems we have is that the students, because they have the nice little highway to walk on, <br />Page 381 <br />
