DRAFT 2010-2013 STATEWIDE TRANSPORTATION IMPROVEMENT PROGRAM <br />(2) Indian Tribal Governments and the Sec- <br />retary of the Interior shall be involved on a <br />consultation basis for portions of the STIP <br />affecting areas of the state under the juris- <br />diction of an Indian Tribal Government; <br />(3) Federal lands managing agencies shall be <br />involved on a consultation basis for the por- <br />tions of the program affecting areas of the <br />state under their jurisdiction; and <br />(4) Affected local officials with responsibil- <br />ity for transportation shall be involved on a <br />consultation basis for the portion of the <br />STIP in non-metropolitan areas of the state. <br />Area Commissions on Transuortation <br />An Area Commission on Transportation is <br />an OTC-approved body composed of local <br />transportation representatives, local elected <br />officials, business people, and in some lo- <br />cales, members of the public, all represent- <br />ing the area. Each ACT develops its own <br />charter and rules in accordance with <br />ODOT's Policy on Formation and Operation <br />of ACTS, which specifies expectations, <br />minimum membership, and also public no- <br />tice procedures for meetings, as ACT meet- <br />ings are part of ODOT's public process. <br />ACTS provide a critical communication link <br />between ODOT and local governments, the <br />business community, and the public. ACTs <br />propose and comment on policy set by the <br />OTC, propose and endorse programs and <br />projects, and provide an avenue to the OTC <br />for citizens with transportation concerns. <br />Information about Oregon's ACTS can be <br />found on ODOT's website at: <br />http ://www. (See also Figure 4 on page 29.) <br />munity groups and civic clubs, city and <br />county public works officials and staff, and <br />councils of governments (COGS). They are <br />part of each ODOT region's public in- <br />volvement activities. These meetings pro- <br />vide the public with opportunities to learn <br />about and comment on ODOT's programs, <br />goals, and challenges. Ongoing feedback <br />from this interaction provides ODOT man- <br />agement with important guidance as they <br />develop the biennial STIP funding proposal <br />that is forwarded to the OTC. <br />As ODOT strives, with limited resources, to <br />meet the transportation needs of the state, <br />these improved communication processes <br />are critical for identifying issues and needs, <br />prioritizing solutions, and implementing <br />programs and projects. <br />Economic Revitalization Team and Re- <br />gional Partnerships <br />The Economic Revitalization Team (ERT) <br />was established to focus state agencies on <br />working together at the local level to in- <br />crease economic opportunity and help local <br />governments and business and property <br />owners bring industrial sites to "shovel- <br />ready" status. Formerly the Community So- <br />lutions Team, the ERT emphasizes multi- <br />agency coordination on projects of local and <br />statewide significance. The ERT has re- <br />gional coordinators deployed around the <br />state to help Oregon communities and busi- <br />nesses succeed. The ERT plays a role in the <br />development of transportation plans and <br />projects related to economic development <br />initiatives, including state system improve- <br />ments and MTIP projects that are funded <br />through the STIP. Frequently, ERT mem- <br />bers also are members of an ACT. <br />Outreach Opportunities <br />Outreach activities include focused discus- <br />sions with transportation stakeholders, com- <br />Oregon Freight Advisory Committee <br />The Oregon Freight Advisory Committee is <br />an advisory bgdy to the OTC, and helps to <br />Page 27 <br />
