Freight needs are an <br />important part of the STIP. The OTC- <br />adopted STIP Project Eligibility Criteria and <br />Prioritization Factors for 2010-2013 specifi- <br />cally include support of freight mobility as a <br />prioritization factor for modernization and <br />bridge projects. During the 2010-2013 STIP <br />development, OFAC provided technical ad- <br />vice to ACTs and ODOT on projects that <br />support freight mobility. Criteria are <br />now adopted by the OTC for the Moderniza- <br />tion, Pavement Preservation, and State <br />Bridge programs. Those products <br />are the STIP Citizen's Primer brochure and <br />the STIP Users' Guide, which has more de- <br />tailed information about the STIP project se- <br />lection process for programs and the ODOT <br />regions.
