DRAFT 2010-2013 STATEWIDE TRANSPORTATION IMPROVEMENT PROGRAM <br />State bridge projects proposed for funding will be selected based on the desire to maintain and <br />improve transportation's role in Oregon's economy. Traditionally, modernization funding will <br />pay for major improvements to the transportation system including the bridge work. The State <br />Bridge Program will support OTIA, freight mobility, life safety and protection of the transporta- <br />tion infrastructure investment. <br />Focusing on the Interstate Highway and Oregon Highway Plan Freight Routes, consider bridges <br />as candidates based on the following: <br />Bridges in need of improvements that eliminate load, width or vertical restrictions or poor <br />structural condition. <br />Bridges that preserve freight corridors, detour and other lifeline routes. <br />Other structural, safety and functional considerations. <br />D.2. Construction STIP Prioritization Factors for Bridge Footnotes <br />l~Bridge Options Report <br />Priority will be given to projects that support the Bridge Options Report adopted by the Oregon <br />Transportation Commission. The Bridge Options Report helped to organize the needed bridge <br />repairs that were funded under the Oregon Transportation Investment Act III. As of December <br />2006, a majority of these projects are under construction or in fmal design in preparation for con- <br />struction. By the time of the OTC's adoption of the Final 2010-2013 STIP, this program will be <br />largely complete. <br />18Bridge Projects that Best Support the Oregon Highway Plan Policies <br />The Oregon Highway Plan is available at: http://www.Oregon.gov/ODOT/TD/TP/orhwyplan• <br />shtml and a summary list of OHP goals and policies is provided in Table 1. All projects should <br />be consistent with the OHP and this prioritization factor is to help choose among these projects. <br />Not all projects will advance all OHP policies but a project that is strongly supportive of several <br />OHP policies maybe chosen over one that offers less support or supports fewer OHP policies. <br />i9 Projects that Support Freight Mobility <br />Projects that support freight mobility are bridge replacement and rehabilitation projects on <br />freight routes of statewide or regional significance, including: <br />• Highways on the State Highway Freight System as designated in the Oregon Highway <br />Plan; <br />• Highways or local roads designated as National Highway System intermodal connectors; <br />• Other highways with a high volume or percentage of trucks or which are important for <br />regional or interstate freight movement; <br />• Local freight routes designated in a regional or local transportation plan. <br />These projects would remove identified barriers to the safe, reliable, and efficient movement of <br />goods and/or would support multimodal freight transportation movements. <br />Page 218 <br />
