when the need comes. OM&P impacts are estimated at $25,000 annually.
South 32na Street and Main Street Intersection improvements -The City was obligated as a
condition of the agreements for the development of the Sports Center. and related developments
on South 32na Street to fully improve South 32na Street. A portion of that work was completed
this past summer in a timely manner to not hold up development approvals for the Sports Center.
This coming spring/summer (2005), the City hopes to complete the construction of South 32na
Street, modify the signal and intersection at Main Street, construct a deceleration lane along Main
Street, and construct a stub of public roadway north of Main Street. Funding for the project is
split between the City, the commercial development property at Main Street, ODOT, and Les
Schwab (for the northern stub). Total project cost will be approximately $500,000. OM&P
impacts are expected to be small as this replaces a deteriorating substandard street section that
was already in City jurisdiction.
South 42na Street Improvement, Main Street to Jasper Road -The City recently received
jurisdiction of this section of former State Highway and has received payment of $4.125 million
from ODOT to pay for full improvement of the road. The project has been divided into two
phases; Mt. Vernon Road to Jasper Road as phase 1 and Main Street to Mt. Vernon Road as
phase 2. Phase 1 of this project is currently in the design phase and scheduled for construction in
2005. The balance of the project, Phase 2, is scheduled for construction in 2006. It is anticipated
that the. cost of the project will be significantly less than the full amount of the ODOT payment
and that up to $800,000 maybe available for ongoing street maintenance and preservation.
OM&P impacts from taking on this new road responsibility are estimated at $46,000 annually.
21St Street Reconstruction Main Street to Centennial Boulevard -This is phase 2 of the 21St
Street improvement project and is currently in the design phase. Phase 1 of this project
(Centennial Boulevard to Olympic Street) was completed in 2004. Phase 2 will include new
widened pavement with bike lanes, curbs, sidewalks, illumination, and drainage modifications.
i
Total project cost for phase 2 will be approximately $1,220,000. OM&P impacts are expected to
be small as this replaces a deteriorating substandard street section that was already in City
jurisdiction.
Total OM&P impacts of the projects identified above equal an estimated $156,000 per year over
the life of the projects.
In addition to the above major projects, several other projects are also already budgeted and
scheduled, including: 1) several smaller drainage projects; 2) an intersection improvement at the
42na Street/Hwy 126 west bound on-ramp; and 3) several master plan updates such as our
Stormwater Master Plan and Sanitary Sewer Master Plan. Some of these smaller drainage
projects were reprioritized to reschedule those which are not urgent and which cannot be done
within a reasonable time period.
For the 2005-2010 five year outlook, one. of the most significant aspects of this CIP is the
increase of funds available through the Street Fund. Due to funding made available through the
local gas tax and from a new higher level of Surface Transportation Program funding, the City
