An estimated impact of each project on operations, maintenance and preservation _ <br />(OM&P) on an annual basis over the life of the facility is included. <br />Martin Luther King Parkway -The new Parkway will connect at Pioneer Parkway/Harlow Road" <br />northward to Beltline Road. Pre-design and public process is being handled by City staff and <br />final design and construction management will be done by Lane County. Construction is <br />scheduled for 2005 and 2006. The total estimated project cost is $10.2 million ($5.2 million <br />Lane County and $5 million developer contribution and City right-of--way participation). OM&P <br />impacts are estimated at $75,000 annually. <br />Martin Luther King Parkway Trunk Sewer -This new major trunk sewer is planned to be placed <br />in the Martin Luther King Parkway right-of--way in 2005, ahead of the street construction. The <br />project will serve the development in Riverbend, as well as providing additional capacity to serve <br />the Gateway Campus Industrial area and future service to existing development west of Game <br />Farm Road. Total estimated project cost is $2.05 million ($1.05 million City and $1 million <br />developer contribution). OM&P impacts are estimated at $10,000 annually. <br />Harlow Pump Station Expansion -The Harlow Pump Station serves the Gateway area and will <br />receive flows from the new Martin Luther King Parkway trunk sewer, including the Riverbend <br />development area. Expansion of capacity of the pump station will be necessary prior to receiving <br />new flows from Riverbend and is therefore scheduled for construction in 2006. Total estimated <br />project cost is $2.5 million which is all City funded. This is a replacement for an existing pump <br />station that has significant maintenance requirements already. <br />Franklin Boulevard Sidewalks -Funding has been secured from the ODOT Transportation <br />Enhancement (TE) program for $500,000 to install sidewalks, planter strips, and bike lanes on <br />Franklin Boulevard in Glenwood. The project is expected to be built in 2006 or 2007, and will <br />be coordinated with the long range planning effort for the future modernization of Franklin <br />Boulevard and McVay intersection. OM&P impacts should be minimal due to adjacent owners <br />being responsible for maintenance and replacement. <br />Jasper Road Extension (County Project2- This project is a Lane County project to connect Main <br />Street to Jasper Road through the Natron area. The project is to be completed in two parts. The <br />initial construction was completed this year. The second project will connect a rural standard <br />road from South 57~' to Jasper Road at a cost of approximately $2.5 million and will be <br />constructed when all wetland, right-of--way, and Oregon Department of Transportation issues <br />have been satisfied. <br />Jasper Trunk Line Sewer -This project will extend a trunk sanitary sewer line in or parallel to <br />Jasper Road from the sewers current termination point at South 42"d Street to Brand S Road in <br />the Natron area. The project has been estimated to cost $4.8 million. The City is currently <br />carrying $0.9 million in its capital budget and the project is intended to move forward at the time <br />when development is willing to upfront 50% of the project cost. It is expected that the push for <br />this project will be concurrent with the construction of the Jasper Road Extension. Staff is <br />currently pursuing project design for this project so that the project will be quickly deliverable <br />
