has made significant progress in restoring preservation programming, with street sealing and - <br />overlays funded in the range of $750,000 to $1,000,000 per year over the life of the program. `,` <br />Other significant additions to this CIP are transportation planning efforts which are aimed at ;- <br />improving and increasing or preserving traffic capacity of the street system. These are proposed ~~ <br />t~ <br />to be paid from a combination of improvement and reimbursement SDCs. <br />Other transportation planning efforts proposed. to be funded through this CIP are: the <br />Transportation Demand Management matching funds for City participation in regional demand <br />management efforts, particularly in the Gateway area; planning, design and implementation of <br />intelligent transportation improvements (may be used as match for potential State or federal <br />grants in this axea); and planning and implementation of "wayfinding" improvements for vision <br />impaired pedestrians. <br />i__) <br />Significant capital preservation projects are included in the CIl', funded for the most part with <br />federal Surface Transportation Program (STP) funding which is allocated to the region for work <br />;i <br />on major local roadways. These include increased funding for the 21St Street and 69th Street <br />reconstruction/rehabilitationgrojects. Both of these projects had previously received STP <br />funding, but as the projects were considered in the pre-design process, it became clear that more <br />funding was needed to provide pedestrian, bike, safety and other features for these roads and also <br />that a significant amount of curb and gutter was in need of replacement, thus increasing the cost <br />of these projects. Also funded with STP funds is the overlay of the City's portion of Pioneer <br />Parkway. <br />,. <br />Sewer and drainage capital funds and sewer SDC funds are continuing to be fully programmed ~ ~ <br />over the 5 year period, with little funds left for future discretionary projects. The funding of <br />several major initiatives, including the final funding of the Millrace rehabilitation project, the <br />aggressive program of rehabilitation of sanitary sewers for control of infiltration and inflow, and ~' <br />a number capital projects related to the City's obligations to address stormwater quality, <br />permitting and threatened fish impacts, along with debt from prior sewer capacity projects, are (` <br />shown using all available sanitary/storm sewer user fee and system development charge capital i _ _i <br />funds over the planning period. , <br />FINANCING <br />The total cost of the projects included in the 2005-10 CIP is $66,822,741. Several different <br />funding sources are being used to finance improvements, including sewer user fees, system <br />development charges, State and local gas tax revenues, Lane County Road Fund transfers, Booth- <br />Kelly Reserve, grants and capital bonds. <br />Capital projects to be financed from all revenue sources are integrated into the Program so that <br />citizens, Council, and staff may review in one document the City's Plan for capital improvements <br />over the next five years. <br />
