This program provides a list of public facilities <br />such as street paving, sewer installation, and traffic signals that are tentatively funded for <br />construction in the next five years. These capital improvements are aimed at improving <br />neighborhoods, providing for economic growth, improving traffic safety, complying with <br />environmental standards, and maintaining the existing city infrastructure. <br />The City's final commitment to spend public funds occurs as a result of the annual City budget <br />process. Capital projects actually budgeted each year usually vary somewhat from those <br />proposed in the CIP. <br />PROJECT SELECTION <br />The projects that make up this year's Program were selected from a long list of capital <br />improvements needed by the City and developed for the most part from adopted plans that have a <br />long history of public involvement. Other projects came directly from residents seeking to <br />improve their neighborhoods or to provide opportunities for growth and development. The <br />Metro Plan, neighborhood plans and studies set standards to guide the overall growth of <br />Springfield, and underscore the importance of efficiently providing the key urbari services, such <br />as sewers, which are needed for urban living. <br />The public input process for the CIP was .started last October when citizens, organizations, and <br />City staff were asked to submit projects for consideration in the CIP. Also,. the. City Council held <br />a public meeting in order to provide an opportunity for additional public input. <br />The CIP reflects projects for which funding is proposed to be programmed from expected <br />revenues over the next 5 years and does not reflect projects that have already received funding <br />and/or are currently included in the adopted capital budget. There is currently a significant <br />backlog of such projects.
