OSHA Recordable Illness/Injury <br />The graph below show a four year history of Fire/EMS <br />Worker's Compensation Claims and the number that <br />were classified as OSHA recordable injuries. Fire/EMS <br />employees recorded a total of 34 OSHA-recordable <br />incidents during FY07 compared to 26 reported in FY06. <br />The increase in injuries and the severity of a number of <br />these injuries resulted in an increase in the time loss days <br />in FY06 from 260 to 543 days lost in FY07. Days with <br />restricted work activity increased from 507 to 1055 in FY07. <br /> <br /> OSHA DART RATE <br />(DART: Days Away. Restricted or Transferedj <br />Public Sector - 2005 2.1 <br /> State of Oregon - 2005 2.9 <br /> City of Eugene - 2007 5.0 <br /> FireIEMS - 2007 10.9 <br /> (See page 14 for more information) <br /> <br />70 <br />so <br />ao <br />zo <br />10 <br />0 <br />Flre/EMS Workers' Compensation Claims vs. <br />OSHA Recordable InJurles <br />DART (Days Away, Restricted, or Transferred) Rate <br />Oregon OSHA tracks workers' compensation claims that result in days away from work, work restrictions or job <br />transfers and calculates the "DART" Rate. Risk Services staff has calculated DART rates for each department <br />in an effort to give departments a mechanism for comparing their losses with previous years. The DART rates <br />for Fire/EMS and the City as a whole are shown in the chart above. The DART rate for Fire/EMS increased from <br />8.2 in FY06 to 10.9 in FY07, and remains above the City DART of 5.0. <br />Vehicle Accidents <br />As shown in the FY07 City-wide Vehicle Mileage Comparison graph (see page 15), Fire/EMS drove 413,543 <br />miles in FY06 or about 12.5% of the total miles driven in City-owned vehicles in FY07. The number of miles <br />driven was up from the 391,701 miles logged during FY06. <br />Fire/EMS employees had 10 motor vehicle accidents in FY07 and all but two were at-fault accidents. These <br />at-fault accidents involved striking/scraping other vehicles or objects, making turns, or backing up. While the <br />decrease in at-fault vehicle accidents in FY07 from the 16 reported in FY06 was positive, the number of <br />accidents incurred is still high compared to the five reported in FY05. <br />Oregon OSHA Compliance/Consulting Activity <br />In FY06, Fire/EMS became the first Oregon municipal Fire <br />Department to enter into a Partnering Agreement with the Oregon <br />OSHA Consultation Division as part of the SHARP certification <br />process. The Department Safety Committee with assistance from the <br />Safety/Loss Control Manager worked on items noted in the initial <br />OSHA SHARP Consultation. OSHA returned in FY07 for afollow-up <br />consultation.
