Disabling Claims
Disabling claims are those where the employee missed more than three days of work or where the injury results
in impairment. Disabling claims are less frequent than medical only claims but they result in a much higher
claim cost as is reflected in the table below.
• I FIRE/EMS'WORKERS'COMPENSATlON CLAIMS
i
~,
~ # of Disabling % of Total Cost of Disabling % of Total
" ~~ Claims Claims Claims Cost

_ , ~§ FY03 15 27% $101,439 87%
4
_ FY04 18 31% $162,960 88%
_ FY05 22 50% $308,290 93%
FY06 24 36% $190,413 78%
"( FY07 18 24% $278659. 80%
Employerat Injury Program (EAIP)
The State of Oregon's Employer at Injury Program is a program designed to encourage employers to return
employees to modified work when released by their physician. The incentive is that the Employer at Injury
Program will reimburse employers for one-half of the wages paid to the employees working qualifying modified
jobs for a period of up to 66 working days. The program will also assist with worksite modifications and in
purchasing equipment that enables employees to continue their jobs. Although the Workers' Compensation
Program processes the reimbursement requests the funds are returned to the City department employing the
injured worker. These funds do not reduce the City's workers' compensation experience since they are paid
back to the department as a partial reimbursement of the modified duty wages paid to the employee. In FY07,
the Workers' Compensation Program recovered a total of $30,805 in EAIP funds for Fire/EMS employees who
worked modified jobs. A total of $137,882 has been
recovered over the past five years on behalf of Fire/EMS.
Claims Summary by Division
The number of Fire/EMS workers' compensations
claims filed and total claim costs are listed below by
division.
ADMINISTRATIVE SERVICES: There were four claims
filed by Administrative Services employees filed in FY07
and the total severity for the year was $21,176.
Of the four claims filed only one was a disabling claim.
Over the last five fiscal years the total severity for
Administrative Services claims is $106,926 for an
average of $21,385 per year and an average of $7,128
per claim.
FIELD OPERATIONS: In FY07 there were 71 claims filed by Field Operations employees and 25% of those claims
were disabling.
