Fec~era~Priorities 2007 Executive Summary <br />Fetal and Infant Mortality Review <br />Lane County's Department of Health and Human Services requests .$150,000 to support <br />implementation of a Fetal and Infant Mortality Review process and the ongoing efforts of three <br />collaborative, community-driven fetal-infant mortality task forces working to reduce the fetal- <br />infant mortality rate in Lane County, Oregon. Lane County `s overall fetal-infant mortality rate is <br />higher than the average of the nation, state of Oregon,. and the three larger Oregon counties. <br />COMMUNITY DEVELOPMENT <br />City of Coburg Wastewater Reclamation System <br />The City of Coburg seeks $4 million to construct a Wastewater. Reclamation System. The <br />requested federal support will be combined with other grants and loans to support construction <br />of a $16 million Wastewater Reclamation System to serve the City of Coburg. Coburg's new <br />Wastewater Reclamation System includes a collection, treatment, and water reclamation <br />system designed to end Coburg's contribution to groundwater contamination and accommodate <br />Coburg's projected population growth and increased regional employmentpotentiaL <br />PUBLIC SAFETY & JUSTICE <br />Student Safety and School Securitylnitiative <br />Springfield Public Schools (SPS) requests $500,000 to conduct a substantial upgrade of school <br />security equipment and technology. The District -has been able to offset the cost of this <br />$1 million project with community funds via a 2006 bond measure. The requested federal <br />resources will allow SPS to focus on the high schools and fully implement the Crime Prevention <br />Through Environmental Design (OPTED) recommendations provided by the U.S. Department of <br />Education. Through a variety of strategies, SPS will be able to dramatically improve the safety <br />and security at Springfield's two comprehensive high schools. The requested funds will be used <br />in partnership with local and state .resources to address school security challenges and provide <br />' '' up-to-date technological solutions. <br />Methamphetamine Abatement Initiative <br />Lane County requests $1.25 million. to support the law enforcement and drug treatment <br />elements of a comprehensive, multi-year, community-based initiative to combat the production, <br />distribution, and abuse of methamphetamine in our region. The funds will complement new <br />resources for investigative analysis and training capacity provided in fiscal year 2006. <br />Adult Corrections Mental Health Recidivism Project <br />~' <br />' Lane County is requesting $3.5 million over. three years to establish acorrections-based mental <br />(. health program to help adult offenders with-low-level criminality and mental illness stay out of <br />. jail.. The. funding would be used in conjunction -with the existing .defendant and offender <br />management program, and is targeted specifically to inmates with diagnosable mental illnesses. <br />~: Thefunds would be used to plan the program, hire mental health specialists and other staff, and <br />set up a day reporting center for the program participants. The goal is to reduce the number of <br />mentally ill people in the Lane County Jail and to keep the mentally ill from re-offending. <br />3 <br />
