CITY OF EUGENE ENVIRONMENTAL REVIEW <br />`~ <br />Organize by Function or Process Groups <br />The first task of the project was to identify the City function and process groups to provide an <br />organizational framework for planning interview sessions and comprehensively identifying City <br />activities. The identified groups closely match the City's departmental organization structure. <br />Interview sessions were planned and conducted according to the function or process groups (Table 1) <br />to efficiently obtain a compressive list of activities performed by the City. <br />Complete Interview Sessions <br />Each interview session was ahalf-day workshop. The interview sessions provided an introduction to <br />the project, communication of the goals and objectives of the project, and description of the purpose <br />of the interviews. <br />CH2M HILL facilitated each of the interview sessions with a member of the ERT or ESA Team. The <br />interview sessions were conducted in an open forum with question and answer sessions. Each <br />representative at the meeting presented descriptions of their groups responsibilities and duties. <br />Typical information gather included the follow: <br />• Number of staff in your representative group <br />• Frequency of an individual activity <br />• The number of locations where that activity occurs <br />• Types of materials or equipment used to perform each activity <br />• Type and amount of waste reclaimed, produced, or managed by each activity <br />In some cases follow-up was performed to gather more detail relevant to activities that had a high <br />potential to effect the environment. <br />Compile the List of Activities <br />The activities were compiled into a worksheet organized by interview sessions. Each activity was <br />assigned a value for incident and coverage, that is, the frequency, duration, and the number of <br />locations where the activity occurs. <br />Analyze Potential Effects of Activities <br />After all the activities were compiled, CH2M HILL assigned values to the potential effects of each of <br />the identified activities using professional judgement according to a systematic rating system as <br />defined in the attached Environmental Review Worksheet. The result was a score for the potential <br />effect of that activity on the. environment. Each activity was assessed individually against the <br />potential effect categories to obtain an overall effect score.
