CITY OF EUGENE ENVIRONMENTAL REVIEW <br />Approach and Methods <br />Activities Effects Assessment <br />The Environmental Review used a systematic hierarchy of analysis to identify activities and their <br />potential environmental and habitat effects (Figure 1).
