CITY OF EUGENE ENVIRONMENTAL REVIEW
If an activity was assigned a value for a potential environmental or habitat effect, then there was also
a value assigned to the known or perceived factor causing the potential effect. This was a way to
demonstrate how or why the potential environmental or habitat effect was occurring.
The drainage basin where the activity was occurring was also documented. The purpose of this was to
account for particular attributes of habitat and species occurrence in location where activities occur,
such as areas with known or suspected ESA listed species.
This ranking system accounts for the potential overall effect score, the frequency and coverage, and
drainage basin, and then groups each activity into an overall effects class and habitat effects class.
Based on the habitat effects class and the drainage basin, the ranking system assigns a ranking to ESA
relevance categories for salmon, other aquatic species, and terrestrial species.
The overall purpose of the ranking was to systematically assess each activity and identify those
activities with a high potential to effect endangered species and the environment. The worksheets
were designed to be used by the City in assessing their activities and developing programs as
appropriate to manage their effects. The attached Environmental Review Worksheet provides a more
,detailed description of this process and how the values were assigned.
Table 1
Interview Groups, Environmental Review Project.
Group Categories Activity Types
A Transportation Systems; Street painting, street sign manufacture, traffic signal
Oct 25 Vehicle Use maintenance, traffic pole disposal, yard operations, waste
disposal.
