CITY OF EUGENE ENVIRONMENTAL REVIEW <br />• The Environmental Review considers only effects on the natural environment (water, air, soils, <br />habitats, etc.). It does not consider effects on the societal environment, such as economics, <br />cultural and historical resources, recreation resources, and land use. <br />The Environmental Review considers only specific activities done by and for City processes, <br />programs, and facilities. As such, it does not assess activities conducted by other public and <br />private entities within the Eugene area that affect the natural environment. It also does not assess <br />activities by others that may be regulated, in whole or in part, by City codes, regulations, or <br />permits (that is, "enabling" activities). The City plans to evaluate these "enabling" activities in a <br />separate process from this Environmental Review. <br />• The Environmental Review addresses both negative and positive effects of City activities on the <br />natural environment. <br />The Environmental Review addresses the background environment. and effects of City activities <br />as they exist. It does not deal with hypothetical alternatives or comparisons of effects if the <br />environment or activity were absent or modified. In this regard, many existing City activities <br />have negative effects on the natural environment, yet their purpose is to minimize or avoid much <br />greater environmental impacts that would occur if the activity were not conducted (such as, <br />wastewater treatment and effluent discharge). <br />The Environmental Review is intended to provide an initial screening of City activities to <br />determine whether they have the potential to affect the natural environment. The assessment is <br />intended to provide initial focus as to the steps the City should take to identify and manage <br />activities that may effect the overall environment, habitat, and ESA-listed species. No individual <br />activity has been examined in detail. Therefore, this assessment should not be solely relied <br />upon for conclusions or decisions regarding impacts of City activities on the environmentm <br />Also, this report should not be used to determine the potential for "take" as defined under <br />the ESA.
