ACQUIRE LAND FOR FUTURE PARKS <br />The POS bond measure funded the acquisition of <br />12 neighborhood parks and one community park. <br />Already, nine neighborhood park sites have been <br />acquired, with the most recent acquisition a <br />parcel on Ferndale Avenue. This site will serve <br />residents in Santa Clara west of River Road, in <br />the vicinity of Irving Road. The city would then acquire 100 acres of the Laurel Hill Valley site for the Ridgeline <br />Trail, and the property owners would donate 77 acres in Santa Clara for a community park site. Public <br />workshops were held in fall 2004, and considerable opposition to the project surfaced primarily due to the <br />impact on agricultural soils and to Santa Clara neighbors regarding traffic from the proposed housing project. <br />A community telephone survey about the project was conducted in spring 2005, and, at the request of council, <br />a property appraisal of the Laurel Hill and Santa Clara sites is under way. Discussion of this information will <br />take place at a Council work session scheduled for May 18, 2005. <br />POS PUBLIC INFORMATION, EDUCATION, AND INVOLVEMENT <br />Parks, Recreation & Open Space Comprehensive Plan <br />Significant progress has been made since the last POS bond measure periodic report, including: <br />- • Completion of the Parks and Open Space inventory and analysis, which provided data regarding the types <br />and amounts of parkland acreage in each of the planning districts, and established a new park classification <br />structure including neighborhood parks, community parks, urban plazas, metropolitan parks, natural area <br />parks, linear parks, and special facilities. <br />• Development of a draft comprehensive plan, including presentations of the draft plan to the Mayor's <br />Advisory Committee and to the City Council in December 2004. <br />• Several phases of public involvement, including a community design forum at Churchill High School <br />attended by approximately 70 community members, a special edition of Eugene Outdoors in February <br />2005, and public forums, one in each of the six planning areas. Approximately 100 community members <br />participated and provided input about plan recommendations. <br />Staff is compiling the results of the community forums and preparing fmal edits of the comprehensive plan. It <br />is anticipated that these revisions will be presented to members of the Mayor's Advisory Committee for a fmal <br />review. Following this task, presentations and public hearings will be scheduled with the Eugene Planning <br />Commission and the Eugene City Council for plan adoption. More information: www.ci.eugene.or.us/parks. <br />Park Signage <br />A large order of new park entry and rules signs is anticipated to go to bid in late spring. Prototypes of the new <br />standard park entry and park rules signs have been installed at Irwin Park. The prototypes are being evaluated <br />for durability and have been helpful in crafting fabrication details and evaluating the general aesthetics of the <br />design. All neighborhood and community parks will eventually receive the new signs. A list of priority sites <br />has been compiled which will be the first to receive the new signs, including all bond measure projects. <br />Eugene Outdoors! <br />Three issues of Eugene Outdoors were produced in the last year.
