Ascertain the type of service to be rendered and keep abreast <br />of developments in the aviation industry so as to be able to inform the <br />City Council on all pertinent matters concerning airports, and aviation <br />generally. <br />i <br />3, Study and recommend on matters relating to airport improvements, <br />including methods of financing and lease arrangements. <br />4. Review and recommend on special permits and proposals, as re- <br />quired that deviate from the Airport Layout or-Master Plan. <br />j S. At least once a year report activities to the City Council and <br />" make information available to other Commissions and Officials of the <br />City as required. Advise the Airport Manager on priorities for inclusion in the <br />Airport Public Improvement Budget and make recommendations to the Budget <br />Committee and the City Council as required. <br />i <br />`~ 7. The Commission shall recommend such Rules and Regulations as <br />` it shall deem necessary for the operation of the Airport. <br />`L <br />8. All reports and recommendations shall be made to the City <br />Council, but shall first be submitted to the City Manager. <br />9.
